2 Overview Review the Exercise:  Purpose  Objectives  Scope Clarify the role of Controllers

3 Exercise Purpose Provide a learning environment for participants to exercise Continuity Plans, policies, and procedures following a simulated 6.7 magnitude earthquake with an epicenter in Carlyle, Illinois. Promote inter-organizational communication. Highlight areas of improvements and strengths.

4 Exercise Objectives Testing Alert, Notification, and activation procedures for Continuity personnel and all other personnel; Test plans for recovering or accessing Vital Records (both classified and unclassified) critical information systems, services and data; Conduct a viability test of Continuity Facilities (e.g., power, water, fuel);

5 Exercise Objectives Test internal and external interoperability and viability of communications systems, through monthly testing of continuity communications capabilities (e.g., secure and non-secure voice and data communications); Test capabilities required to perform an agency’s Mission Essential Functions (MEFs) as identified in the business process analysis; and Test internal and external interdependencies identified in agency’s continuity plan, with respect to performances of an agency’s and other agencies MEFs.

6 Exercise Scope Initial Event 1 will occur June 22, 2010 at The remainder of the exercise will take place on June 23, at multiple area continuity locations. Play will begin 0800 and end at Participants will be dismissed at approximately Agency reps and Lead Controllers will get released at approximately 1500 following an exercise Hot Wash.

7 Controller Responsibilities: Prior to the Exercise Complete a functional check of your Controller capability at the Continuity Facility/alternate site. Notification system:  Conduct a systems ops check and ensure scheduled maintenance will not be occurring before or during exercise.  Ensure contact lists required are current in all forms. Make additional copies of the Participant Handbook as necessary.

8 Controller Responsibilities: Prior to the Exercise Participant Briefing  General discussion points:  Exercise Times, Continuity Facility Location, Directions, Parking, and Food/Beverage Options  Provide access/copy of the Continuity Plan.  Assign a scribe and evaluator for the exercise (if able)

9 Controller Responsibilities: Alert and Notification Testing Controllers are responsible for delivering the Scenario items and Injects from the MSEL  On the afternoon of the June 22, Controllers should conduct a comms check.  USP3 will send out the initial Scenario item the afternoon of June 22.  Controllers will then push this to their participants via the preferred system following the established time sequence in the MSEL.

10 Controller Responsibilities: Continuity Facility Kick-off Meeting  Review the safety and evacuation procedures while at the Continuity Facility/alternate site  Distribute Player Handbook as needed.  Remind participants to take breaks as needed – no official breaks are written into the exercise.  Review MSEL and prepare for STARTEX at 0800.

14 Controller Responsibilities: Exercise at Continuity Facility  Observe and record the reactions to the events players are simulating.  Avoid coaching participants on the expected action.  Take detailed notes as the events unfold.  Remember – you are not an exercise player!

15 Controller Responsibilities: Exercise at Continuity Facility  There is no timeline for completion of the injects. Delay a Scenario Item if the inject currently being worked is beneficial or has not been completed to your satisfaction.  You can have a successful exercise without fully completing the scenario.  If you delay a Scenario Item, resume with the delivery of the next in sequence; do not skip an Inject to catch-up.

16 Controller Responsibilities: Hot Wash at Continuity Facility  Facilitate Hot Wash at exercise location with exercise participants immediately after the exercise.  Exercise Hot Wash is at 1330 at FEMA Region VII, 9221 Ward Parkway with Lead Controller and select agency representatives  Collect Participant Evaluation Forms  We will cover Agency AAR forms at the Hot Wash
