2015 Hazmat Operation Refresher

Course Objectives We will be refreshing on: Detectors Detectors Hazmat Responses:Hazmat Responses:  Gas Leak – Natural Gas  Fuel tank patching  Carbon Monoxide (CO)  Chlorine  Ammonia

Front Line Detectors  Qrae II and mini radiac:  Remember to fill out work orders when sending to Station 1  System is working well  Any question or concerns on detectors?

Hazmat Response  PPE:  Bunker Gear (Consider to be Level C)  SCBA - shall be worn if conditions indicate  Detectors – Always bring Qrae

Natural Gas Leak  Natural Gas SOG review:  Spot and stage a minimum of ½ block or 400’  Minimize exposure  Maximum allowable concentration inside a structure 10% LEL – outside 20% LEL

Fuel Tank Patching PPE:  PB 35 product  Product control:  Absorbent pads  Note: If you need large amount of pads and boom request Hazmat 2 to respond because Hazmat 1 doesn’t carry enough  If you need to be restocked call station 1

Carbon Monoxide (CO)  Safety Consideration:  Remember to “fresh air Calibration” Qrae  Wear SCBA into structure when readings are > 35 PPM  In presence of > 200 PPM for 5 minutes responders shall either exit the structure or don SCBA  Operational Consideration:  Request a MICU for patient evaluation.  RAD-57 readings:  0-4% Normal  5-10% Minor symptoms  10-29% Moderate symptoms  30-59% Severe symptoms  60% + comma or death

Chlorine  Location:  Large quantities: Pools / Waste Water Treatment Plant  Small quantities: SPA and Jacuzzi shops  Incompatibilities & Reactivates:  Reacts explosively or forms explosive compounds with many common substances such as acetylene, turpentine, ammonia, fuel gas and hydrogen  Physical Description:  Greenish-yellow gas with a pungent, irritating odor  Symptoms:  Burning eyes, nose, mouth cough, choking, chest pain, n/v and dizziness  Target Organs:  Eyes / Skin and respiratory system  IDLH: 10 ppm

Ammonia  Location:  Large quantities: Facilities with large refrigeration unit  Small quantities: Every where  Incompatibilities & Reactivates:  Strong oxides, acids, halogens, salts of silver & zinc. Note: Corrosive to copper & galvanized surfaces.  Physical Description:  Colorless gas with pungent, suffocating odor.  Symptoms:  Irritation to eyes, nose, throat, difficulty breathing, chest pain, pink frothy sputum, skin burns and liquid frostbite  Target Organs:  Eyes, skin and respiratory system  IDLH: 300 ppm Note: Consider it to be a flammable gas  LEL 15% - UEL 28%

Responding to Chlorine / Ammonia  Perimeter Control  Are you dealing with inside or outside release?  Time of day may indicate potential victim rescue  Safety for us first and bystanders second  Assess any potential saves  Full PPE with SCBA used with extra caution towards covering all skin parts.  Rapid decon established if any save attempts occur  Water & fan use  Rapid decon discussed in the next slide

Rapid (Emergency ) Decon System Setup 1. Try to establish decon location upwind and upgrade of incident 2. Wear PPE/SCBA 3. Extend enough 2.5” or 3” hose line to reach the area where the decon will be performed 4. Place a loop in the hose line to create the sides of the containment basin approx. 8’ to 10’ 5. Place a salvage cover over the hose to create the basin liner 6. Reduce the line and extended a 50’ section of 1.5” and nozzle 7. Take steps necessary to keep water pressure low 8. Use large volumes of low-pressure water to effect rapid decon Consider using PPV fans
