What are Coordinated, Early Intervening Services (CEIS)? § 613 of IDEA: 34 CFR § (a) CEIS is a set of coordinated services for students in kindergarten through Grade 12 (with particular emphasis in K-3) who are not currently identified as needing special education or related services, but who need additional academic and behavioral support to succeed in a general education environment. 2

COORDINATED EARLY INTERVENING SERVICES (CEIS) Sec Early intervening services. (a) The Secretary of the Interior may allow each elementary school and secondary school for Indian children operated or funded by the Secretary of the Interior to use not more than 15 percent of the amount the school receives under Sec (b) for any fiscal year, in combination with other amounts (which may include amounts other than education funds), to develop and implement coordinated, early intervening services, which may include interagency financing structures, for children in kindergarten through grade 12 (with a particular emphasis on children in K through grade 3) who have not been identified as needing special education or related services but who need additional academic and behavioral support to succeed in a general education environment, in accordance with section 613(f) of the Act. 3

CEIS is: A general education activity Voluntary use of up to 15% of IDEA, Part B funds. A supplemental funds to ensure that services provided are in addition to, and not replace or supplant services that students would otherwise receive. Specific to Kindergarten through grade 12. 4

CEIS is not: A special education activity or program Mandatory for Bureau of Indian Education (BIE) funded schools Used to provide intervention to students who are currently identified as needing special education and related services. 5

Allowed activities for implementation of CEIS Employment of general education teachers and paraprofessional to deliver coordinated early intervening services (CEIS). Professional Development for CEIS teachers and other school staff. Providing educational and behavioral evaluations, services, and supports, including scientifically based literacy instruction. 6

What are the school’s responsibilities? CEIS Plan Submission Report in NASIS – track students receiving services Account for funds used for this activity – in final spending plan 7

CEIS Plan Submission Due on November 16, 2012, if the school indicated use of up to 15% of Part B funds. The plan should include the following components: Identify targeted grades Estimate anticipated number of students to be served Document how students will be identified for CEIS Identify scientifically research-based activity Describe progress monitoring process used to monitor student progress 8

Reporting Sec Early intervening services. (b) Each elementary school and secondary school for Indian children operated or funded by the Secretary of the Interior that develops and maintains coordinated early intervening services in accordance with section 613(f) of the Act and Sec must annually report to the Secretary of the Interior in accordance with section 613(f) of the Act. 9

Data to be Collected: Fiscal Data: Did the School voluntarily use up to 15% of Special Education Part B funds for CEIS in SY (Yes or No) Amount allocated for Optional CEIS in SY (in whole dollars). Number of Children Receiving Coordinated Early Intervening Services: Total number of children receiving CEIS under the IDEA in the School during SY Total number of children who received CEIS under IDEA anytime in SY , SY , and SY and who received special education and related services in SY (Tip: How many students who got CEIS over the three year period ended up needing special education services?) 10

Where will we get the information? From NASIS. We will go back the years needed and look at each year. We will ask schools to verify numbers as well as numbers of students who were subsequently identified for special education services. From information submitted by the school. Example the school indicates they spent $$ on CEIS yet we find no students identified as receiving CEIS in NASIS. We will ask school to clarify. From fiscal reports by school that identify the dollar amount used for CEIS (SY ) or projected (SY ). 11

Tracking students who receive CEIS and who subsequently received special education and related services. a) Schools are able to provide additional details about the CEIS in the Program Participation Detail Editor and indicate the start and end dates of services. The length of time a student receives CEIS depends on the interventions as described in the school’s CEIS program. Referral? b. If the intervention strategies are not successful, the team may determine that a referral to special education should be initiated. BIE-funded schools report this information in the Enrollments-BIE Reporting tab for a child and document as 02: Being Evaluated, in the Reporting section (shown below). Schools are able to develop an Ad Hoc report indicating notice that the 60 day timeline is near. Upon referral, schools will now indicate the student is in the evaluation process, placing the student in Special Ed Status 02, and removing the student from receiving CEIS as indicated above. 17

Fiscal Accountability Findings In November 2009, the Office of Special Education Programs (OSEP) monitored the BIE and issued the following directives: 1.The BIE must ensure appropriate use of Part B IDEA funds allocated under IDEA 611 (h)(1)(A) for the education of children with disabilities enrolled in BIE funded schools. 2.The BIE must inform schools that only students who have not been identified with disabilities are eligible for Coordinated Early Intervening Services (CEIS) funds. 19

Monitoring to ensure appropriate use of CEIS funds for allowable purpose (CFR 34 Sect ) Schools will be submitting a final special education spending plan for SY with actual dollar amounts, indicating how they are using Part B CEIS funds, if applicable. 20
