Multi-state registry effort undertaken by ten states in the eastern U.S.: –CT, DE, MA, ME, NH, NJ, NY, PA, RI, VT (MD) Registry effort began in 2003 Key principles: –develop best practices in data reporting and management –establish a set of common quantification protocols –support common software platform Eastern Climate Registry: Background

Eastern Climate Registry: Drivers Voluntary reporting of GHG emissions Mandatory reporting of GHG emissions Regulatory GHG emissions reduction programs, including:  GHG emissions tracking  Project-based GHG emission reduction tracking  GHG allowance tracking

Eastern Climate Registry: Program Elements Eastern Climate Registry Regulatory Programs (e.g., Regional GHG Initiative (RGGI), MA CMR 7.29 regulations) Mandatory Reporting Programs (e.g, CT, NJ, ME) Voluntary Reporting Programs

Eastern Climate Registry: Benefits of State Collaboration Increase participation in voluntary programs Leverage resources Standardize best practice Develop consistent accounting standards Promote linkages between program/policy regimes

ECR working group now finalizing program elements Released draft Voluntary Reporting Requirements: Total of 32 companies and organizations submitted comments, including: –BP, Dominion, PSEG, GE, HP, NRDC, Pew, among others Nearly all comments expressed support for joining a broader registry initiative with other states & regions Eastern Climate Registry: Process Update

Eastern Climate Registry: Software Tool EATS (Emissions and Allowance Tracking System) developed by EPA in 2001 Purpose: to support multiple criteria pollutant or GHG programs in reporting and emissions trading (e.g., Mexico, China, Chile, New York) Web-based system Key Points: flexibility in reporting requirements and integration of programs
