MN INCOME SUPPLEMENT PROGRAMS Group Residential Housing (GRH) MN Supplemental Aid (MSA) Housing Assistance

Group Residential Housing (GRH) Income supplement to purchase “room and board” and sometimes services GRH is not paid directly to the recipient GRH is state-funded, county administered Around 20,000 people/month receive GRH The total cost of GRH in 2014 was $140,000,000

GRH PAYS FOR: Room and board costs in licensed or registered settings (adult foster care, board and lodge facilities, boarding care homes, housing with services), or Rent and utility expenses in GRH supportive housing (for people who have experienced long-term homelessness), and Supportive services for people in certain settings who are not receiving waivered or other services.

Eligibility for GRH ◦Meet a basis of eligibility for SSI or GA and ◦Countable Income below certain limits and ◦Assets below certain limits: ◦SSI Basis of Eligibility: $2,000 ◦GA Basis of Eligibility: $1,000

Minnesota Supplemental Aid (MSA) Monthly cash supplement to Supplemental Security Income (SSI) payment. Over 75,000 Minnesotans between the age of 18 & 65 receive SSI benefits. Average monthly caseload of 30,000 people receiving MSA in 2014.

MSA Housing Assistance Eligibility ◦Over age 18 (or under 18 and blind), and ◦Receiving Supplemental Security Income (SSI), OR ◦Countable income under $971 and: ◦Age 65 or older, or ◦Blind, or ◦Certified Disabled

MSA Housing Assistance Eligibility and… ◦Be under age 65 (grandfathering allowed), and ◦Have monthly housing costs (rent and utilities) more than 40% of gross monthly income (not including MSA cash assistance) and ◦Apply for rental assistance

MSA Housing Assistance Eligibility and either… ◦Be relocating from institution (hospital, RTC inpatient services, a nursing facility, or an ICF-DD) or an intensive residential mental health treatment program, OR ◦Be eligible for Personal Care Assistance (PCA) services, OR ◦Be receiving waivered services.

Typical MSA Housing Assistance Benefit $733 (SSI FBR) + 81 (MSA) +189 (MSA Housing Assistance) $1,003 Total Income + Supplemental Nutrition Assistance Program (SNAP)
