Risk Based Stewardship & Oversight Oregon’s approach to Stewardship & Oversight is based on Risk to the Federal Aid Program. Documented in the May 2015 Stewardship & Oversight agreement Delegation of FHWA authorities to the state DOT Oversight actions by identified risk areas. Oregon Division FHWA

Oregon’s Right of Way Stewardship and Oversight Program The ROW program oversight is completed via program assessments and project level data. Oregon DOT is compliant with the laws and regulations Project level data is collected to establish program norms. Variation in program norms are investigated further by a program assessment.
