Federal Equivalent Methods and Federal Reference Methods Tim Hanley U.S. EPA OAQPS

FRM=Federal Reference Method FEM = Federal Equivalent Method

For NAAQS If comparing to standard, MUST use FRM or FEM; see 40 CFR 50.7 Also look at Appendix C to 40 CFR Part 58 – Ambient Air Quality Monitoring Methodology You may have purposes other than comparing to NAAQS, and you may want different types of instruments to suit your goals

§50.7 NAAQS for Particulate Matter 2.5 Microns and Smaller Reference methods based on 40 CFR 50 App. L for PM2.5—manual filter changes only CFR says if equivalent methods for PM 2.5 are designated as per 40 CFR 53, they may be used to compare with NAAQS, but… NO non-manual methods for PM 2.5 yet (and no plans for national equivalent methods for PM 2.5 using non-manual methods)

§50.7 Naaqs for Particulate Matter 10 Microns and Smaller FRM are all filter-based methods (40 CFR 50 App. J) FEM include continuous methods (40 CFR 53) BOTH can be compared to the NAAQS for PM 10 (40 CFR 50.7)

2 Methods are FRM for PM 10 HiVol method (used for TSP) with PM 10 inlet that directs only PM 10 to filter; guidance in EPA Handbook 2.11 LoVol sampling at 16.7 L/m; see EPA Handbook 2.10; can be either: Dichot method which split into PM 2.5 and PM 10 ; both filters are weighed LoVol sampler (R&P, Andersen, and BGI all approved as FRM PM 10 without use of second- stage separator)

FEM PM 10 automated TEOM R&P BAM-type Anderson, MetOne, Wedding/Thermo PM 2.5 BGI with VSCC R&P Partisol with BGI VSCC Both still require manual filter changes
