NOAA RESTORATION CENTER The NOAA RC seeks to make the process of regulatory review and permitting of environmentally beneficial habitat restoration projects more efficient, effective and cost conscious….. COMMUNITY-BASED RESTORATION PROGRAM while meeting all the standards of the Coastal Act as well as the federal Endangered Species Act and other state fish and wildlife and water quality laws and regulations. Working to complete consistency throughout California (CD ) approved in 2013 Reason for Seeking a Consistency Determination (CD)

NOAA RESTORATION CENTER NOAA is interested in projects that:  Result in on-the-ground restoration of habitat which directly benefit living marine/estuarine/freshwater resources and species. In particular ESA listed species and the habitats they utilize.  Involve significant community support through an educational and volunteer component tied to the restoration activities  strong partnerships with multiple agencies and organizations  Producing high quality projects with a wide range of stakeholder buy-in COMMUNITY-BASED RESTORATION PROGRAM

NOAA RESTORATION CENTER NOAA CRP Project types covered under the Southern CA CD Riparian planting/fencing In-stream habitat enhancement (LWD, boulders, bioengineering) Fish passage barrier removal Small dam removal Restoring tidal flow Water conservation projects Off channel habitat projects SAV restoration Native oyster reefs Wetland restoration COMMUNITY-BASED RESTORATION PROGRAM

NOAA RESTORATION CENTER 1.NOAA RC reviews projects for: a.Compatibility with the Consistency Determination b.Coastal Resource protection measures 2.CCC also reviews project for compliance with the Consistency Determination 3.Projects implemented with NOAA RC technical assistance and oversight for projects (planning, design, permitting, monitoring and compliance) 4.Annual report provided to CCC Ensuring Consistency with the Coastal Act

NOAA RESTORATION CENTER Increasing the number of environmentally beneficial projects within the Coastal Zone to restore habitats and protect species. Provide the same regulatory rigor and oversight through a more efficient and collaborative process. Reduce costs and time for project applicants and regulatory agencies. Questions? Contact Stacie Smith Erika Lovejoy Benefits of the NOAA CRP Consistency Determination include: COMMUNITY-BASED RESTORATION PROGRAM
