COFFERDAMS UWSH MANUAL CHAPTER 16 Cofferdam Design

Objective - To review the cofferdam design requirements of Underwater Ship Husbandry Manual, Chapter 16, Cofferdams. To ensure engineers and divers better understand the need for engineering support in safe cofferdam application.

16-3.4.2.1 A primary concern of UWSH cofferdam operations is double-valve protection. Double-valve protection is defined as maintaining any two of the following boundaries simultaneously: (1) A ship's sea chest closure valve; (2) An internal sealing blank installed immediately after the internal piping or watertight boundary is opened; (3) An external cofferdam, patch, or plug. Internal sealing blanks are preferred over external cofferdams. Anytime there are less then two of the above boundaries in place, the ship and repair activity must accept the additional requirements associated with single valve protection. This includes the brief periods of time between opening the piping and installing an internal sealing blank and between removing the internal blank and replacing the repaired component. Double external cofferdams (a cofferdam over another cofferdam) are not required or recommended.

Design of Cofferdam SECTION 3 - OPERATIONS PLANNING 16-3.2 Task Assignment. Appendix C: Patch and Plug Inspection Checksheet Formal Work Package Required for Single or Double Valve Protection Applications (16-5.2.11) Include Appendix C and D 16-3.3 Retrieve Drawings. (1) System Component/Specific Drawings (2) Docking Plans (3) Shell Plating

Design of Cofferdam (Continued) SECTION 3 - OPERATIONS PLANNING (cont.) 16-3.4 Ship Check. 16-3.4.2 Internal 16-3.4.2.1 Double-valve or single-valve protection. 16-3.4.2.2 Condition of isolation valves. 16-3.4.2.3 Hull plating and piping material condition. 16-3.4.2.4 Special conditions. 16-3.4.2.5 Liaison with the Chief Engineer (CHENG): (1) Condition of cross connect valves associated with failed valve or component to be removed; (2) Determine if additional blank required; 16-3.6 Inspection Dive. (1) Confirm Correct System - Required (4) Templating - Situation dependent (5) Plan for Rigging - Situation dependent

Design of Cofferdam (Continued) SECTION 3 - OPERATIONS PLANNING (cont.) 16-3.7 Select and Inspect Cofferdam. Appendix C: Patch and Plug Inspection Checksheet Engineering Documentation - shall include patch rated depth and maximum hull opening size, fabrication drawing, gasket requirements, eductor and vent line requirements, and patch specific hull opening attachment and alignment requirements (16-5.2.7). 16-3.8 Engineering Evaluation. (1) Design and Materials- Section 9. (2) Design of Stiffeners (if required). (3) Gasket design - loaded gasket area, allowable gasket compression of Section 9. (4) Use of Fasteners. (5) Dewatering eductor and external vent line (if no internal vent line is available). (6) Rigging and attachment. (7) Unique inspection criteria - not included in Appendix C but considered important by the designers.
