Los Angeles County’s Department of Children and Family Services Title IV-E California Well-Being Project and Strategic Plan June 3, 2015

Enhanced the array of current programs and services while: – Increasing safety; – Improving timelines to permanency; – Improving child and family well-being; and – Improving the array of services and engagement of families with a more individualized approach to serving children. DCFS FY Title IV-E Waiver 2

Outcomes – Decreased Number of children in out-of-home care by 25.3%. – Increased the number of children able to receive services in own home by 35.2%. – Decreased group home population by 36.8%. – Decreased average length of stay in care by 38.5% (311 days). DCFS FY Title IV-E Waiver 3

Lessons Learned – Improve rate of re-entry; – Improve timeliness to permanence; – Increase the access and quality of mental health services; – Lower caseloads; – Decrease workload; and – Better technology. DCFS FY Title IV-E Waiver 4

Goals – Improve array of services and supports; – Engage families through more individualized casework; – Increase safety without an over-reliance on out- of-home care; – Improve permanency outcomes and timelines; and – Improve child and family well-being DCFS FFY 2014 – 2019 Title IV-E California Well-Being Project 5

Core Practice Model – Target population is all children and families with open DCFS case and implemented countywide – Short term outcomes: Deepen understanding about trauma; Improved relationships with community; Only serve families who need intervention; Work collaboratively; and Develop awareness of the impact of DCFS DCFS FFY 2014 – 2019 Title IV-E California Well-Being Project 7

Enhance Prevention and Aftercare – Target population is families in LA County that are high risk of child abuse or neglect – Short term outcome: Build families’ strengths in areas related to Protective Factors – Long-term outcome: Reduce the number of families that need child welfare services in LA County DCFS FFY 2014 – 2019 Title IV-E California Well-Being Project 8

Partnership for Families – Evidence-based, short-term, family centered intervention – Target population has high to very high risk factor and closed referral disposition of inclusive – Emphasis is on children five years of age or younger; and – Community referred pregnant women who have risk factor for child maltreatment – Short term outcome: Build families’ strengths in areas related to Protective Factors – Long-term outcome: Reduce subsequent involvement with DCFS DCFS FFY 2014 – 2019 Title IV-E California Well-Being Project 9
