ReSTAR Strategy ReSTAR report:..although LSST will revolutionize time-domain astronomy, there will be a number of key types of observations that LSST will not be able to do. For example, LSST ‘s cadences will not be appropriate for many types of variable phenomenon; LSST’s bright limit is about V=18; its filter set is fixed and limited to broad band filters; and LSST will not have spectroscopic or infrared capabilities.

Some Suggestions To establish a system of Target-of-Opportunity (TOO) telescopes as efficient as possible in a good site; To optimize the scientific values of 2-4 m telescopes now in existence (or in future) as national facility according to the scheme of the ReSTAR report; To go south with a SED Machine! Bilateral cooperation on time-series astronomy.
