CMMI Status Update NDIA Systems Engineering Division Meeting February 8, 2004 Vers 2

Without End of Year #s First year SCAMPI appraisals exceeded CBA IPI

Missing December #s

CMMI Transition Status As reported to the SEI as of Training Introduction to CMMI – 27,585 trained Intermediate CMMI – 1,306 trained Introduction to CMMI Instructors – 372 trained SCAMPI Lead Appraisers trained Authorized Introduction to CMMI V1.1 Instructors – 232 SCAMPI V1.1 Lead Appraisers – 355 CMMI ® More than the SG ever envisioned would be trained, yet still growing by 700 / mo

Number of Lead Appraisers Authorized (Cumulative)

CMMI v1.2 Vision Primary rule of CMMI improvement “Do thyself no harm” Secondary rules of CMMI Improvement Changes must be based upon documented needs Simplicity and brevity is better than volume Legacy is good, but effectiveness is better

V1.2 Current Decisions Reduce size and complexity: 1. Use a “single book” approach (not “single representation”). 2. Eliminate concept of advanced practices. Eliminate concept of common features. Integrate the valuable content elsewhere in the model 3. Improve model-method interactions for artifacts. Replace OEI with “Work Environment.” 1. Only suggested change to the PA structure (several rejected) 2. “Work Environment” will have SE/SW baseline content as well as its IPPD content Address “Hardware” by adding informative material 1. Amplifications like those for SE and SW 2. Typical work products or other examples 3. Not designated as new “discipline.” 4. Hardware experts will be positioned on a model “sub-team”

V1.2 Current Plans – 2 Appraisal update will receive split approach V1.1A providing needed clarifications to the “new SCAMPI” that was V1.1 – available in mid-2005 V1.1A may be delayed one month V1.2 release with model revision for larger issue resolution “Single Book” training course was successfully piloted late last year with positive feedback Anticipate that the single book course will replace the Staged and Continuous courses for V1.2 Cross-team membership will assure coordinated approaches (model development, piloting, CR handling)

V1.2 Next Steps The V1.2 A-Spec will be approved by the Steering Group. The teams will further review the CRs to identify possible change packages for a V1.2 of model and/or method. CCB(s) will determine which CPs, if any, should be accepted (stability goal remains). Improvement packages will be developed to create a “beta” for piloting (model, method, and training) Piloting will be conducted in FY 05/06. V1.2, incorporating piloting feedback, will be released in FY 06. Companies interested in piloting CMMI release V1.2 in Fall ’05 should contact: Mike Philllips, CMMI Project Team Lead, SEI

CMMI for Services Initiative NEED: Services represent more than half of all DoD acquisition budget Services impact most major weapons systems Aircraft Maintenance Ship Maintenance Other Military Equipment Maintenance C4I System Maintenance PROBLEM: CMMI Framework has much that applies to services Process Management, Support, most Program Management But …. CMMI-SE/SW is primarily focused on development Actually can restrict services organizations from applying it to improve capability Not all services organizations perform engineering as expected in CMMI Some PAs exclude services organizations in their language and examples Some functions are different in Services organizations Project planning is very resource dependent Service level agreements require different perspective and processes than system performance specifications

CMMI for Services - Objective Create a CMMI for services organizations Based upon the CMMI Framework Using the new CMMI Architectural guidelines Stripped of Development-only focus Adapted to the specialized environment of services organizations Initial focus will be on needs of organizations that provide services to DoD With provision for future inclusion of commercial / non-DoD organizational environments

Proposed Approach Create/enhance the initial perspective and vision for Services CMMI Create detailed plan for work Prepare an initial draft for CMMI for Services Identify and remove development-specific elements of CMMI- SE/SW/IPPD/SS v1.1 Coordinate with Product Team to accommodate plans for CMMI-SE/SW+IPPD+SS v1.2 Identify gaps in remaining material for Services environments Create services specific elements for existing material Amplifications (to guide use for services) Practices (restatements or additions) PAs (where needed) Utilize generic SCAMPI without modifications Review training and identify potential modifications Present draft for review by services community Pilot draft with multiple services organizations Feedback early Services findings to V1.2 as appropriate to simplify the Framework and encourage overall commonality Services team will proceed in parallel with V1.2 team under SEI Product Team Leadership

Expectations for Volunteer Participants Completion of Intro to CMMI course Or previous work on CMMI Product Team Involvement and Experience in DoD Services Environment Commitment of at least ½ time for 3 months Probably in separated bursts Some evidence of team skills For Training analysis Familiarity with CMMI Framework training content We plan to have a small team with service experience rather than a gaggle of interested and committed theorists.

Request NDIA SED Sponsor Approval Several NDIA SED organizations have already pledged their support if approved Northrop Grumman Lockheed Martin Boeing CSC SSPC Effort will be initiated only if approved
