BUILDING STRONG ® Mississippi River Ship Channel Gulf to Baton Rouge, LA Propeller Club for Port of New Orleans 24 September 2015

BUILDING STRONG ® Mississippi River Ship Channel Gulf to Baton Rouge, LA Project Authorization 1985 – Congress authorized the deepening of the Mississippi River navigation channel to a 55-foot depth from Baton Rouge to the Gulf of Mexico under Section 101 of the 1985 Supplemental Appropriations Act (Pub. L ) and Water Resources Development Act (WRDA)

BUILDING STRONG ® Authorized Features  Provided for a -55 foot channel with a 750 foot bottom width from the Gulf of Mexico to Baton Rouge  Provided for a turning basin at the head of the deepened channel in Baton Rouge  Deepened the existing -35 foot by 1,500 foot wide channel at the New Orleans harbor to -40 feet  Provided for training works in South Pass and Pass a Loutre  Creation of wetlands and upland habitat with dredged material along Southwest Pass  Construction of Mitigation measures for saltwater intrusion 3

BUILDING STRONG ® New Orleans Baton Rouge Donaldsonville River Mi 181 Phase I 45’ Phase II 45’ Phase I - 45’ from the Gulf to Mi Completed in December Included construction of mitigation features to address impacts from saltwater intrusion due to the deeper channel. Phase II - 45’ from Mi to Baton Rouge Completed in December 1994 Provided for a 500’ width at crossings 4 Constructed Features

BUILDING STRONG ® New Orleans Baton Rouge Donaldsonville River Mi 181 Phase III - 55’ from the Gulf to Baton Rouge Additional pipeline relocations and possibly mitigation Includes training works at SW Pass and at the river crossings Crossings to 750’ width 5 Remaining Features Phase III 55’

BUILDING STRONG ® Mississippi River Ship Channel General Reevaluation Report Non-Federal Sponsor - Louisiana Department of Transportation & Development LaDOTD requested that the deepening of the Mississippi River be limited to a depth of 50 feet. General Reevaluation Report (GRR) must be completed to confirm that the project is still economically justified and environmentally acceptable. GRR efforts will confirm that we select the depth with the greatest net benefits up to a depth of 50 feet. 6

BUILDING STRONG ® Mississippi River Ship Channel General Reevaluation Report (cont) New features are not being added. Only assessing already authorized features. Are not evaluating anything beyond 50 feet Not conducting complex modeling to evaluate proposed river diversions and other proposed environmental projects. Once GRR is completed and approved, still need to get New Start funding to construct. Authorized features not included in the GRR expect to be organized into a 4 th Phase. 7

BUILDING STRONG ® Mississippi River Ship Channel GRR Activities (1 ) Compute project cost:  Compute construction costs  H&H modeling to determine frequency of saltwater intrusion that triggers mitigation.  H&H modeling to compute estimated maintenance dredging. 8

BUILDING STRONG ® Mississippi River Ship Channel GRR Activities (cont) (2) Collect economic benefit information for transportation cost savings 9

BUILDING STRONG ® Mississippi River Ship Channel GRR Activities (cont.) (3) Update NEPA documentation to ensure compliance with changes since original EIS was approved. 10
