2 Introduction The Commerce Advisory Group (CAG) is responsible for producing a report focusing on state and local public safety and commercial spectrum issues related to the President’s four objectives This session will help develop input on how public safety entities assess critical spectrum needs that the Department of Commerce will incorporate into the report Specifically, the group is asked to help develop a means to address critical spectrum needs of national and homeland security, public safety, federal transportation infrastructure, and science This group will discuss and comment on figures outlining perceived processes used in identifying spectrum requirements Objective 1— Determining Spectrum Requirements Determining Spectrum Requirements

3 Meeting Ground Rules Objective 1— Determining Spectrum Requirements Determining Spectrum Requirements The primary goal of the breakout session is to generate discussion Debate should focus on ideas posed, not the individual providing the input Open and candid discussion is encouraged Participants must use available microphones, stating their name and organization they represent EACH TIME they contribute to the discussion Discussions will be non-attributable. All information gathered will be presented in the aggregate. No individual or agency will be mentioned in conjunction with a specific suggested improvement or opinion

4 Spectrum Management Process Frequency and channel availability drives public safety communications system requirements and identifies that technologies can meet those needs All stakeholders on every level of government need to be involved in the critical spectrum requirements definition process A national spectrum policy should prioritize public safety spectrum use and mandate zero tolerance for interference to public safety communications The majority of small to medium-sized agencies do not undertake long- range spectrum planning or formal system requirements derivation The United States should work closely with Canada and Mexico to develop effective, efficient, and consistent sharing and coordination procedures for managing border spectrum Preliminary Key Findings Objective 1— Determining Spectrum Requirements
