HP SIS is a DOH PPP tool HEALTH Plus was a DOH creation(AO 138 s. 2000) –To implement access to essential medicines by poor families –By engaging private for benefit sectors into implementing health programs as partners (PPP in Health) HEALTH Plus revolves public funds which were donations from the German Government in order to sustain the program of access to medicines especially to the poorest of the poor.
