Background Plenipotentiary (PP-06) Resolution 123 recognized “the continued shortage of human resources in the standardization field of developing countries, resulting in a low level of developing country participation in ITU-T and ITU-R meetings and, consequently, in the standards-making process, leading to difficulties when interpreting ITU-T and ITU-R Recommendations."
