Delaware Child Outcomes Part C and 619 Collaboration Measuring Child and Family Outcomes July 30, 2010 Arlington, Virginia

Part C lead agency = Department of Health and Social Services (DHSS) Part B/619 lead agency = Department of Education (DOE) blocks/default.shtml blocks/default.shtml COSF used by C and B C collects at program entry/annually/exit B collects at beginning and end of each school year Overview of Delaware’s Child Outcome System

Since 1999, reported evaluation data to IRMC (Interagency Resource Management Committee) Transition Liaisons  DOE employees  members of early intervention program  facilitate transition Joint training to improve timely transitions Participated in GSEG (General Supervision Enhancement Grant) Participate in SPDG (State Personnel Development Grant) Developed Early Learning Foundations  align from birth to preschool to kindergarten C and B Overall Collaboration

GSEG used to develop child outcome system Stakeholder input and parental involvement Joint training  understanding outcomes process  assessment tools  recommended assessment practices  COSF process Alignment of Early Learning Foundations to child outcomes Development of Building Blocks as framework for child outcomes across C and B Use of some common assessment tools (Carolina) Collaborative Outcomes Work

Statewide programs for  Deaf  Hard of Hearing  Deaf Blind  Autism Offered joint training on assessment tools to use with low-incidence populations as basis for COSF  Callier-Azusa Scale  Developmental Assessment for Individuals with Severe Disabilities (DASH-2)  (new) Verbal Behavior Milestones Assessment and Placement Program (VB-MAPP) Birth Mandate Population/ Children with Complex Needs

Under GSEG, contracted with attorney to provide guidance related to HIPAA and FERPA (Elizabeth Palley, JD, PhD July 2005) Challenge with two different lead agencies Recommendations  use solely for state monitoring  obtain parental consent for tracking (ie: special cohorts  initial Part C program consent permits program to monitor transition activities Align ID; unique identifier Guidance of Sharing Confidential Information across C and B

Children in Part C database (ISIS) have unique identifier. For children transitioning from C to B, Part C staff able to access DOE database (eSchool) to assign DOE identifier. DOE ID number is manually entered into ISIS database Currently able to track children who transition from C to B Race to the Top grant recipient  planned statewide longitudinal data system  common ID in data warehouse Database

March 2010  half-day combined/half day C or 619 specific  agenda  COSF  ECO decision-making tree  Q and A Needs assessment proved useful in understanding how local programs are implementing outcomes Joint COSF Training

Review Part C child outcomes data– APR- submitted data include a high percentage of “category b” OSEP Ratings (% children who improved functioning but not sufficient to move nearer to functioning of same-aged peers) Periodic COSF case discussions with regional teams Training Follow Up
