Summary of annual meetings 1 st meeting - Washington, DC, Feb nd meeting - Ottawa, Canada, Jan rd meeting - Brussels, Belgium, Feb th meeting - Bangkok, Thailand, Sept 2004 Regional workshops: Nairobi, Kenya, June, 2005 Rio de Janeiro, Brazil, Sept th meeting - Rio de Janeiro, Brazil, Sept th meeting - Kampala, Uganda- Oct, th meeting - Dublin, Ireland - Sept th meeting – Manila, Philippines – October ‘08

Milestones: 1.Agreed to develop short and long sets of internationally comparable disability measures using the ICF as a framework; census questions a priority 2.Established link between purpose and aspects of measurement 3.Equalization of opportunities selected as purpose of short measure 4.Draft of short measure agreed upon conceptually; revisions to the questions, statement of rationale, and test implementation protocols completed

Milestones (continued): 5.Informed countries about the questions, the planned pre-testing, and the pre-test protocols and sought feedback from countries on these activities 6.Revisions suggested for the short set, the accompanying rationale, and the implementation protocols. New workgroup formed to plan and implement analyses of the WG pre-tests 7.Short set adopted. Plans laid for the development of extended question sets.

From Manila to Dar es Salaam: 8 th Annual Meeting (Manila, Philippines - October, 2008): The meeting was attended by 54 persons: 24 representing national statistical authorities from 18 countries 10 representatives from national institutes of public health or other national research bodies or ministries 4 representatives from UNESCAP 3 representatives from the National Center for Health Statistics 13 representatives from local organizations

Major accomplishments in Manila Present a proposal for extended set questions resulting from July 2008 workgroup meeting in DC Discuss WG activities and overlap with the work of other disability data collection initiatives Discuss special methodological considerations - Children with disabilities - Institutionalized populations

Major accomplishments since Manila (extended sets) February 2009: UNESCAP/WG cognitive testing training workshop of the WG extended set questions held in Bangkok, Thailand. Testing protocol completed for interviewer training (7 participating countries: Maldives, Sri Lanka, Cambodia, Philippines, Fiji, Kazakhstan, Mongolia) 2.February – June 2009: Cognitive testing of the developed WG measures to be conducted by participating UNESCAP and other groups (South Africa, Canada and USA). …/continued

Major accomplishments since Manila (extended sets) May 2009: Analysis meeting on the cognitive test results (Washington, DC). Cognitive testing continues in countries that have not completed – Development of field test questionnaire 4.June 2009: Question set presented to BI Task Force meeting in Geneva 5.July - August 2009: Field test training in each of the 7 participating countries in advance of the field testing of the extended questionnaire. 6.July – November 2009: Field testing continues.

Major accomplishments since Manila (collaborations) UNESCAP collaboration: UNESCAP agreement to sponsor 7 countries in the cognitive and field testing of the extended question sets World Bank collaboration: The WG continues to seek the support of the World Bank in continuing the development of disability measures Support to Bangladesh Bureau of Statistics

Major accomplishments since Manila (reports) Reports completed: Disability Information from Censuses, prepared for DPOs Development of an Internationally Comparable Disability Measure for Censuses, prepared for NSOs Monitoring the UN Convention on the Rights of Persons with Disability Understanding and Interpreting Disability as Measured using the WG Short Set of Questions Draft report prepared: The Measurement of Disability: Recommendations for the 2010 Round of Censuses

Development of Extended Question Set(s) Presentation of the background & guiding principles behind the development of extended question sets (see the Matrix) For each domain Presentation of the extended set of questions that were cognitively tested Discussion of the results of the cognitive test and how these results impacted on the development of a field test instrument

Session 2 Structure Presentation of the results of the cognitive test Presentation of the changes made to the tested questions to create the field test questionnaire Presentation of results from the field test in 2 countries Presentation of selected country specific experiences

Session 2 Structure Aim is to review all domains Agenda allots equal time to each domain but we will need to be flexible It may be necessary to limit discussion in a domain -- but we should capture as much of the remaining issues as possible for future discussion We encourage continued discussions outside of the formal meeting

WG-9: Session 3-6 Overview Methodological issues concerning surveys Review of outstanding methodological issues (children, institutionalized populations, environmental barriers) Presentation of WG reports Updates on other WG and collaborative activities Country reports Potential funding opportunities Preparing for the future: next steps 10 th meeting of the WG

Goals of WG-9 For each domain, we need to decide: If there is sufficient evidence to 1.adopt the question assuming the field test confirms what has been observed or 2.adopt the question with revision conditional on further testing and evaluation or If there is insufficient evidence to make a definitive decision on the question, what next steps need to be taken to complete the domain
