ICT Solution  Choosing an ICT solution should reflect the focus on rural connectivity, content applicability and capacity to scale.  Mobile-based ICT solutions have an edge over other solutions as they provide for easy access and affordability.  Within the realm of mobile-based ICT solutions, it is important to analyze the technology capabilities (voice, text & data) vis-à-vis user-related challenges

Dehqan  Mobile Software platform that facilitates the market information, weather information, farm advisory and Inquiry to farmers. According to farmers:  Language  Province,District  Litracy (Text, Sound)

Dehqan  Weather Information: providing weather forcasts based on Districts, Province.  Market Rate: providing the most accurate and reliable market rates from all local markets.  Farm Advisory: providing approved information on cultivation, Fertalizing, Disease prevention, packaging of products.  Inquiry: All the question would be answered by Agriculture Experts.

Dehqan-Technical Overview  Dehqan is a sim based mobile application which would be in SIM cards.  The Application would be installed on Telecommunication Company’s Application Server and would be accessable through Sim cards of the provider.

Pilot Project  The pilot project would be launched on a district of Herat, by installing Dehqan on simple phones of farmers to test and get feedbacks.  The pilot project would take one year.  6 months for developing and testing.  6 months for implementing the pilot project.  The estimated budget needed for pilot project is about USD

Future Plan  After outcome of pilot project, whole project implementation will start by:  Contracting Telecommunication company to provide Dehqan SIM card which the Dehqan application can be accessed.  Implementation of project would cover all over Afghanistan.
