Defense Acquisition University Defense Logistics Agency Diminishing Manufacturing Sources & Materiel Shortages (DMSMS) Training for the DoD Workforce Mr. Bill Kobren, DAU Program Director, Sustainment October 29, 2004 Mr. Alex Melnikow, DLA DMSMS Program Manager October 29, 2004

Background Diminishing Manufacturing Sources and Material Shortages (DMSMS) is the loss or impending loss of the last known manufacturer or supplier of raw material, production parts or repair parts Endangers a weapon system's or equipment's development, production, or post-production support capability Impacts readiness and war fighting capability –Affects a Broad Range of Commodities –Primarily affects piece parts, especially in electronics area (primarily microcircuits), but also occurs at module, component, equipment, or other system indenture levels

DoD DMSMS Working Group Mission is to recommend management and analysis techniques, tools, and policies to increase readiness, sustain wartime operations, and reduce life-cycle costs of DoD weapon systems and materiel through joint collaboration among the services, industry, academia, other Federal agencies, & allied governments Members of the Executive Board –Army, Navy, Air Force, Marine Corps, Defense Logistics Agency, Government Industry Data Exchange Program, and Defense Microelectronics Activity Goals and Objectives –Institutionalize an effective DoD DMSMS Program –Develop DoD DMSMS training courses in partnership with the Defense Acquisition University and the Services –Develop innovative approaches throughout the weapons system life- cycle to mitigate the impact of DMSMS on DoD systems –Leverage DMSMS activities throughout the government, academia, and industry

DoD DMSMS Working Group Initiatives DMSMS Center of Capabilities Portal –One-Stop Shopping for DMSMS Problems –Avoids duplication of effort by partnering with DoD/GIDEP and Industry –Point Users Toward Existing Databases, Problem Solvers, and Manufacturers Via Portals Standardizing Instructor Led DoD DMSMS Training Courses –Fundamentals, Case Studies –DLA Current Capabilities, DMSMS Center of Capabilities –Executives, Technical, Logistics, Acquisition Promotion of Proactive DMSMS Management Approaches Host DoD DMSMS Conferences –11-15 April 2005, Gaylord Opryland Hotel in Nashville, TN

DLA-DAU DMSMS Memorandum of Understanding DLA and DAU signed MOU 18 Oct to work together to produce and utilize DMSMS course material to support DoD workforce Under the Agreement, DLA will –fund, produce, document, and maintain currency of DMSMS distance learning course materials and supporting documentation –provide DMSMS course materials for DAU to use on Continuous Learning Center (CLC) and as source data for certification courses DAU will –host DMSMS training and make it available to DoD workforce via DAU Continuous Learning Center site –Work with DLA to ensure materials are compatible with DAU distance learning system (ATLAS)
