Overview Initial National Response Plan & NCP Guidance IAW the INRP DHS & INRP Integration Into SONS 04 National Response Plan (NRP) National Incident Management System (NIMS)

Initial National Response Plan Purpose Provides an operational framework for the Secretary DHS to carry out incident management responsibilities outlined in HSPD-5 pending implementation of the Full NRP. Publish Full NRP – July 2004 Implement

INRP Guidelines Must make initial revisions to existing plans to recognize provisions of I-NRP. FEMA / FBI/ EPA & CG creating Joint Guidelines for FRP, CONPLAN, FRERP & NCP. NCP Guidelines developed pending pending above Joint Guidance &/or Full NRP.

INRP Provisions Assistant to the President Homeland Security Operations Center (HSOC) Interagency Incident Management Group (IIMG) Principal Federal Official (PFO) Joint Field Office (JFO)

Presentation Format INRP Summary of Provision NCP Guidance Summary of NCP Guidance regarding the INRP provision. SONS Integrating INRP & DHS into SONS 04

Homeland Security Operations Center (HSOC) INRP - Provides overall steady-state threat monitoring & situational awareness. DHS & other Federal agencies provide representatives. NCP - EPA or CG OPCEN, depending on lead for incident, manage at national level. NRC remains reporting point. EPA, CG & other NRT agencies operate in HSOC.. SONS - CG team will operate at HSOC & provide common operational picture.

Interagency Incident Management Group (IIMG) INRP – IIMG Facilitates national- level event management for incidents defined in HSPD-5. May designate liaison to other OPCENS or response teams. NCP – NRT Functions per 40 CFR , & coordinate activities with IIMG via NRT Chair for incident. Representatives of key NRT agencies also on IIMG. SONS – IIMG play day 2 of exercise. Exercise injects for IIMG being developed.

Assistant to the President for Homeland Security INRP - Responsible for interagency policy coordination. NCP – Issue resolution follows bottom-up flow (Local-RRT-NRT- IIMG). NRT representatives may elevate issues to White House. SONS – Provision being simulated only.

Principal Federal Official (PFO) INRP - Oversees & coordinates Federal activities on behalf of SECDHS. Operates in support of the on-scene commander. Will have a support cell. NCP – FOSCs operate under NCP & FRP. OSCs provide full prompt cooperation, & information, --- & coordinate public information with PFO (read guidance). SONS – LANTAREA, VADM Cross may be designated PFO, Awaiting approval of SECDHS. PFO Cell to NIC – may go local.

Joint Field Office (JFO) INRP - Federal entities should be collocated, & incorporate existing entities that provide support on scene. NCP – Agency providing FOSC should provide representative to JFO. RRTs perform as under the NCP, supporting the FOSC, NIC & JFO. SONS – On-scene area command post & NIC structure meet intent of JFO provision.

NIMS & NRP (NRT & RRTs Next Sep) NIMS Final released March 1, 2004 (V8.6 is good) NRP for review (Draft 1, Feb 25, 04) –NCP intact – remaining vigilant –Comment on main body by MAR 12 th –Fully develop NCP Annex as model by MAR 26 th. –Still working Natural Resources Annex

HSPD – 8 National Preparedness Published December 17, 2003 All Hazard Preparedness Goal Improve delivery of Federal Preparedness assistance to state & local governments. Strengthen preparedness capabilities at all levels. Federal Actions (see handout).
