US ranks: ► 25 out of 30 high income countries in terms of health outcomes (although we spend more than any other country on health care). ► 25th in terms of infant mortality ► 22nd in terms of school performance ► US has the smallest public sector and invests much less in public sector than other countries Source: Charlie Rose show on the future of capitalism, 14Nov08, from Jeffry Sacks, The earth institute, Columbia U.

Global is Very Political ► Countries fight for a standard of living (individual and community well being) ► US has 4.6% of the world population, consumes 25% of the worlds resources, and emits 25% of the worlds pollution ► Inequality in the world is increasing ► Win/win vs 0 sum game unless environment and technology factored in ► Free trade & immigration=good examples

Human Services are Global ► Societies are interconnected (TV, Phone, Internet) ► People are on the move worldwide  From countryside to cities  From poor to richer countries ► Immigration impacts social services ► Mobility is a source of social disintegration ► Immigrant populations typically grow faster than resident populations

CAP Interventions are Political Sooner or later, system change is political ► Administration=typically working with system ► Planning=working within the system ► Community development=neutral ► Advocacy=typically working outside system

CAP Intervention History=Problematic ► Good intentions do not always=good outcomes (HUD) ► The system protects itself before it protects the client ► The system must be controlled by citizens (Kretschmann & McKnight) ► Networking, sharing, working together=key task, e.g., PPT Lessons from Geese

Outsourcing of health services is happening

Conclusion ► Social/economic justice in NASW code ► Most CAP interventions are political ► We must examine our values regarding peoples from different cultures ► We must take a world view on human service capacities and problems ► We must work with people’s natural support networks ► Seek out opportunities for diversity ► First do no harm is good CAP advice
