Keypoints for the construction of Red Cross Typhoon Resistant Transitional Shelters: The shelter was meticulously designed by local engineers who had previous experienced in PNRC projects especially in Southern Leyte landslide. The design has taken into consideration the availability of local materials and ease of constructing the transitional shelters. Shelter designs are common set-up/design of houses in the rural areas. 1.Concrete footing of the wooden posts (cocolumbers) reinforced by steel bars as compared to common houses in which wooden posts are put directly in the ground / soil, which causes decay in the long run and weakening the foundations of the house. 2.Use of diagonal braces in between posts and longitudinal braces in between trusses making the skeletal structure of the walls and roofing stronger. 3.Use of double cleatings in the purlins for stronger roofing structure and hold of the CGIs. 4.Carve connections of top and bottom chord alongside the posts. 5.Reinforced design of trussess. Background: Year Due to the devastating effects of the super-typhoons of last quarter of 2006 namely Milenyo and Reming which largely affected Southern Luzon especially Bicol region and some provinces in the Central-Northern Luzon, the PNRC thru the assistance of the Federation launched an International Appeal to start off the early recovery program to those areas affected. Project components consisted of Health Education campaign, Water and Sanitation and Shelter Program. 10 provinces namely Isabela, Aurora, Quezon, Mindoro Oriental, Marinduque, Laguna, Albay, Camarines Sur, Catanduanes and Sorsogon were the beneficiary areas of the recovery program particularly shelter components. We successfully constructed 12,300++ transitional shelters (60% full shelter and 40% roofing beneficiaries) which was completed August of 2007 Year Another super –typhoon which entered the country year of 2008 was TS “Frank” which affected more than 30 provinces. It largely affected the provinces of Panay Island as it made an initial landfall in Samar provinces and gained strength as it crossed the provinces of Panay. The recovery program done last 2007 is being replicated in Iloilo and Aklan provinces with a total of 1,660 full shelter beneficiaries. Shelter component is now coupled with EcoSan concept and livelihood aspects.

NFR Eric Matnog was deployed last September 02-12, 2008 in Lanao del Norte Province to assist the Chapter Administrator – Reynaldo Ruiz, in the preparattory phase of the shelter construction project in the municipalities of Kolambugan and Kauswagan. Mr. Matnog presented to the staff and volunteers the needed forms, communications and technical concerns regarding the shelter project. Part of the deployment was attendance in PDCC and MDCC meetings with key personnel. Support from the LGUs is solicited from them. The International Federation of Red Cross and Red Crescent Societies is the leading supporter of the cause and together with other humanitarian agencies such as the AusAID, French Embassy, etc., were able to pool up the resources in coming up with the project components of constructing shelters with latrines, health promotion, and trainings. Iloilo and Aklan Provinces were chosen to be the target beneficiaries because of the massive devastation that TS “Frank” left in the island. The shelter project is still on-going as of this reporting with a target of 1,057 beneficiaries in Iloilo and 550 families in Aklan Province. Shelter Project in Iloilo and Aklan Provinces
