Theft in Domestic and Commercial sectors 1Non-metering for want of meters, resulting in arbitrarily assessed consumption 2Tampering of meters 3Wrong recording of meter reading to keep the consumption at a lower level to escape billing at higher slab rates in non- telescopic tariff system 4Adhoc billing in case of stuck and faulty meters 5Billing without reading meters 6Supply of power through fictitious connections by-passing the meter 7Supply of power without bringing it to records of the utility 8Having multiple meters in the same household or commercial establishment to keep the consumption at lower slabs of tariff 9Continuing to supply power although power supply is disconnected on record, for non-payment of bills. 10Billing made at a lower level than the actual meter reading in collusion with the billing staff.

Directives of the Commission 1 Provide high quality meters for supply of power to all domestic and commercial premises in all cities, towns, and mandal headquarters, 2 Submit a comprehensive metering plan to the Commission 3 Set right the faulty meters, 4 Conduct energy audit at decentralized level, 5 Develop sales database, reduce to the minimum the assessed consumption say, 2% to 3% of the metered consumption, 6 Matching of audited sales and revenue figures with sales database numbers, 7 Reduce to the minimum the assessed consumption say, 2% to 3% of the metered consumption, 8 Remove unauthorized connections, 9 Remove multiple connections in the same premises, 10 File a Metering, Billing and Collection ( MBC ) report before the Commission on a monthly basis, and 11 Initiate disciplinary action against erring employees and criminal action against persons involved in theft.
