United states  Characteristics of offenders vary from the average for specific types of crimes and specific crimes. In terms of violent crime by gender, in 2011, 80.4% of arrested persons were male and 19.6% were female.  Males were 88.2% of those arrested for homicide, while females were 11.8%.  Among those arrested for rape in 2011, males were 98.8% and females were 1.2%.  For property crime in 2011, 62.9% of arrested persons were male and 37.1% were female. Ireland  Using statistics from 2012, the Irish examiner has found that Dublin is Ireland’s crime capital with an average of 789 offences per 10,000 population.  That figure far exceeds the national average of 532 offenses per 10,000.

United states  According to the U.S. Bureau of Justice Statistics (BJS), 2,266,800 adults were incarcerated in U.S. federal and state prisons, and county jails at year-end 2011 – about 0.94% of adults in the U.S. resident population.  Additionally, 4,814,200 adults at year-end 2011 were on probation or on parole.  In total, 6,977,700 adults were under correctional supervision (probation, parole, jail, or prison) in 2011 – about 2.9% of adults in the U.S. resident population. Ireland  Historically, Ireland has enjoyed an extremely low rate of imprisonment. Recently, however, there has been considerable growth in the prison population.  The prison population in Ireland per 100,000 inhabitants is just under 94.  There are currently 14 prisons operating in Ireland with a total bed capacity of 4,106 as of 31 December  The daily average number of prisoners in custody in 2009 was 3,881.  On 25 January 2011 the prison population stood at 4,541.

 First, Ireland and America are different. Ireland’s relatively tiny size, both in terms of population and geographic area, has myriad consequences. In particular and despite recent improvements, infrastructure here just can’t be compared to what exists in the United States. Of course, the reality that Ireland was never an economically prosperous country until quite recently is also to blame for deficits in infrastructure. Both because of a paucity of funds in the government coffers and because a significant percentage of the population could be counted on to emigrate, what was regarded as sufficient government investment in roads, public transit, health care and school building historically has proven inadequate to meet the needs of Ireland in the twenty-first century  Moreover, the reality that Ireland is an island country with a limited population means that the cost of goods and services is inevitably going to be higher than in the continental United States.
