Defense Support of Civil Authorities Course UNCLASSIFIED Terminal Learning Objective  Terminal Learning Objective: TLO Apply the information in the National Incident Management System (NIMS), National Response Framework (NRF), and Strategic Documents for Homeland Defense and DSCA to determine: Response agencies The appropriate level of response for local, state, regional and federal agencies The structures in place to coordinate the efforts of emergency activities The steps that should be taken to control the impact of the incident Key authorities that apply DOD’s role in the mission

Defense Support of Civil Authorities Course UNCLASSIFIED Enabling Learning Objectives  ELO 1.6 – Apply knowledge of organizational structures and key leadership roles at the federal, state and local level to identify which ones will support the operation in accordance with the appropriate Framework and Federal Interagency Operational Plan.  ELO – Describe the roles and functions of Emergency Support Functions (ESFs) used by the Federal Government.  ELO – Apply essential activities, response actions, and key tasks for responding to a domestic incident IAW the NRF.

Defense Support of Civil Authorities Course UNCLASSIFIED  Role of the FCO Member of the Unified Coordination Group (UCG) in the Joint Field Office (JFO) Coordinates the Federal response and the support from the Non- Government Organizations (NGO) Is the designated Disaster Recovery Manager o Has fiduciary responsibility for the event Works closely with the State Coordinating Officer (SCO)  Size matters…. FEMA strength: 5,000 FTE, 7,000 Reservists and 1600 FEMA Corps o Not as large as you might have presum ed o Unlike DoD, does not deploy as a unit 5 Main Points

Defense Support of Civil Authorities Course UNCLASSIFIED  Purpose of response is to stabilize the situation, save lives, and protect property Provide federal support when situation exceeds state capability o But not wait for failure Federal responses are a small percentage of declared events o DoD responses are a minute portion of federal responses  Unified Coordination Group (UCG) foot stomper Establishes shared priorities and objectives for response/recovery Membership: o Always includes the SCO and FCO o Includes other members as the situation dictates DCO, SFLEO, DOE, Tribal…. 6 Main Points
