Municipal Separate Storm Sewer System Single buildings with stormwater runoff or a storm sewer that connects to a permitted Phase I or Phase II Municipal Separate Stormwater Sewer System (MS4) is not included in the Phase II Process at this time.

Municipal Separate Storm Sewer System Does Phase II apply to non-standard MS4s that discharge to another permitted MS4 (i.e., NCDOT, Charlotte, Durham, Fayetteville/Cumberland County, Greensboro, Raleigh, or Winston Salem)?

It Depends MS4 that connects to another permitted Phase I or Phase II MS4 may be subject to Phase II, depending on the activities, potential exposure, the degree of regulation at the site, the system of conveyance and/or the stormwater runoff impact.
