Key points  Individuating strategic environmental sectors (e.g. water, waste, land & ecological network) and strategic sectors with an environmental impact (e.g. transport, energy, agriculture)  Assessing regional needs of human resources (number & professional skills) and try a Technical Assistance Project  Establishing a Task Force of EAs at the beginning of programming process  Training the TF on regional management and administrative mechanisms  The TF should support MAs to exert greater influence in planning structural policies and programmes mainstreaming the environment

Key points (continues)  The EA and its TF should not be considered only “the arm that makes environmental measures work”, but should work to integrate environmental concerns into all aspects of development (industry, agriculture, transport, energy, …)  Ensuring acceptability of TF in existing organisations (Regions, Ministries, EAs, other Departments, …) and local EAs capability to use them (through involvement in definition of priorities, technical assistance needs, capacity-building, …)  Setting the basis for a long term internalisation of TF in existing organisations  Developing experience and cooperation among EAs through networking (e.g. Italian Network of EAs and MAs, European Network of Environmental Authorities)
