International Telecommunication Union Committed to connecting the world 1 Conformity and Interoperability ITU’s Initiatives 2011 ICT Week and Commemoration of the World Telecommunication and Information Society Day (WTISD) 12 May 2011 Dar es Saalam, Tanzania

Committed to connecting the world Today’s situation  Lack of performance and of compliance to conformity and interoperability requirements  Market invaded by counterfeit products  Legacy, regulatory, contractual and legal issues  Developing Countries tied in to one vendor  poor market competition  lack of technology neutrality 2

Committed to connecting the world Result ITU Member States from Developing Countries demand help and assistance in addressing these issues resulting in Resolutions adopted at three ITU world conferences:  World Telecommunication Standardization Assembly, Johannesburg,2008  World Telecommunication Development Conference, Hyderabad, 2010  ITU Plenipotentiary Conference, Guadalajara,

Committed to connecting the world Regional Consultation Meetings 2010  Americas – 6 July, Quito, Ecuador  Africa – July, Nairobi, Kenya  Asia Pacific – September –Sydney, Australia Continue the discussion to better implement the four action lines adopted by Council 2009.

Committed to connecting the world PP-10 Res 177 Conformance and interoperability  Endorsement of the objectives of Resolutions of WTSA and WTDC and the recommendations of the Director of TSB endorsed by the Council-09  C&I programme to be implemented in parallel without any delay, including the development of a fully functioning conformity database;  Development of a long-term business plan in consultation with each region,  Assist developing countries in establishing regional or subregional conformity and interoperability centres suitable to perform interoperability testing as appropriate  Continue to carry out the necessary studies with a view to introducing the use of ITU Mark for a possible future ITU Mark programme 5

Committed to connecting the world 6  Conformity assessment benefits manufacturers, service providers, users and regulators and supports sustainable development.  Conformity gives confidence and facilitates access to world markets.  All successful SDOs have testing specifications; conformance testing to determine compliant products; and interoperability testing. Conformity and interoperability

Committed to connecting the world ITU’s Conformity and Interoperability Programme  Conformity assessment:  The first step to interoperability,  Testing: certification / SDOs-Forums recognized labs  Creation ITU conformity database  ITU as facilitator for interop events to:  identify the interoperability problems  develop Interoperability test suites as needed  Creation ITU interoperability database  Use of Current international procedures (ISO/IEC 17025, 17050, ISO Guidelines 65 - CASCO toolbox)  Conduct feasibility studies in developing countries for capacity building and test labs in the regions  Develop a long-term business plan

Committed to connecting the world The ITU-T “Pilot” Conformity Database  Enable manufacturers and service providers to make a visible declaration that their equipment conforms to ITU-T Recommendations and to referenced standards, if any, from SDOs recognized by ITU  The database will be open both to members and non- members of ITU  It will contain only information entered directly by companies by means of an on-line tool: the Supplier’s Declaration of Conformity (SDoC).  ITU is not in a position to verify the accuracy of the information submitted by companies, who, thus in signing the SDoC take the full responsibility of its contents.

Committed to connecting the world (*) Rec. ITU-T X OSI conformance testing methodology and framework for protocol Recommendations for ITU-T applications ITU Conformity Database Route 1 Conformity Assessment & Certification Request to ITU Tests performed in a lab agreed by an Accredited Certification Body (ISO/IEC guide 65) (Rec. ITU-T X.290)* Route 2Route 3 Supplier’s Declaration of Conformity (ISO/IEC 17050) Conformity Certificate issued by the Certification Body Tests performed by a lab selected by an ITU-T agreed SDO/Forum (Rec. ITU-T A.5) (Rec. ITU-T X.290)* Tests performed by an accredited lab (ISO/IEC 17025) (Rec. ITU-T X.290) * Three routes to populate database

Committed to connecting the world 10 Supplier’s Declaration of Conformity 1/2

Committed to connecting the world 11 Supplier’s Declaration of Conformity 2/2

International Telecommunication Union Committed to connecting the world ITU’s Interop Events: Two parts  1 st part: Testing – closed event  Two types of testing carried out  Conformance testing: each company tests against a checklist  Interoperability testing: one-on-one testing  2 nd part: Showcasing – open event  Prospective customers invited  Film crew, photographer and media team on site

Committed to connecting the world  Interop tests led to revision of ITU-T Recs H. 721 Conformity Check List H. 762 Conformity Check List H. 770 Conformity Check List Test results fed into standards development

Committed to connecting the world Interop events

Committed to connecting the world Interop Events 1 st ITU IPTV Interop Event July 2010, Switzerland 2 nd ITU IPTV Interop Event and 27 September 2010, Singapore 3 rd ITU IPTV Interop Event December 2010, India G.hn Interop Event May 2011, Switzerland 15

Committed to connecting the world Capacity Building  Events planned in each region – ITU Regional Seminar for the Africa Region on Conformance and Interoperability Testing Centres, Accra (Ghana), 4-6 July 2011

Committed to connecting the world Establishment of conformity test centres  ITU assistance in the establishment of test facilities in developing countries in cooperation with international institutions: e.g UNIDO, International Laboratory Accreditation Cooperation (ILAC), International Accreditation Forum (IAF)  The pilot project to create a test centre in Tanzania with Sintesio  UNIDO has a programme to assist in establishment of accreditation bodies and conformity test centres in developing countries and has offered collaboration

Committed to connecting the world Business Plan  Council endorsed need to develop a business plan for the long term implementation of the programme  Need to first determine the demand for each of the action lines  Amend programme in light of further consultations

Committed to connecting the world Conclusions  ITU must respond to the needs of Developing Countries regarding conformity and interoperability  ITU fully committed to implementing the Conformity and Interoperability Programme  Conformity one of the tools able to increase probability of interoperability  Created the voluntary based and free pilot conformity database available to ITU members and non members  ITU-T Interop events successfully started  Capacity building activities and creation of regional/sub- regional test centres under way 19

Committed to connecting the world 20 Thank you for your attention
