ADVOCACY AND ENROLLMENT Challenges and Opportunities

WHAT IS UHPP? Historically UHPP has been a statewide health care policy and advocacy organization focusing on needs of the underserved Last August UHPP won Utah’s largest Navigator grant and became a direct service provider The Utah Health Policy Project (UHPP) is a nonpartisan, nonprofit policy, advocacy and enrollment assistance organization.

WHAT IS TAKE CARE UTAH? Take Care Utah is a health care insurance enrollment program hosted by the Utah Health Policy Project in collaboration with partner agencies around the state of Utah.  UHPP’s Navigator program is part of Take Care Utah

CHALLENGES TO ADVOCACY AND ENROLLMENT UNDER ONE ROOF Federal Navigator Rules Navigators cannot advocate Navigators are held to privacy standards Prohibitions on collecting data Conflict of Interest requirements Impartiality Requirement Public Misperception Is UHPP an insurance plan? Does UHPP sell insurance? Political Exposure UHPP has in some ways placed an ACA target on its back Partisanship concerns
