He controls them all!!

Job 37:9 A tempest blows out from its chamber, icy cold from the driving winds. 10 The breath of God produces ice, and the breadth of the waters freeze solid. 11 He loads the clouds with moisture; he scatters his lightning through the clouds.

12 The clouds go round in circles, wheeling about according to his plans, to carry out all that he commands them over the face of the whole inhabited world. 13 Whether it is for punishment for his land, or whether it is for mercy, he causes it to find its mark.

26 And He said to them, “Why are you timid, you men of little faith?” Then He arose, and rebuked the winds and the sea; and it became perfectly calm. 27 And the men marveled, saying, “What kind of a man is this, that even the winds and the sea obey Him?”

Matt When He came to the other side into the country of the Gadarenes, two men who were demon-possessed met Him as they were coming out of the tombs. They were so extremely violent that no one could pass by that way. We need to rest in the storm to face the Devil afterwards!

34 Therefore I urge you to take some food, for this is important for your survival. For not one of you will lose a hair from his head.” 35 After he said this, Paul took bread and gave thanks to God in front of them all, broke it, and began to eat. 36 So all of them were encouraged and took food themselves.
