This could be used to focus on certain small areas by looking through the ends 2. This might have been to pour liquid into small containers. Pour in the liquid and it would go straight through. It comes with a case to store the musical fanner. When you wave the fanner around it creates a fluttering noise, which could have been used for entertainment on occasions.
