UNCLASSIFIED 1 Toxic Industrial Material (TIM) Hazards & MNF SOP Consequence Management (CM) Annex 12 June 2007

UNCLASSIFIED Refers to any substance that in a given quantity produces a toxic/harmful effect in exposed personnel through inhalation, ingestion, or absorption or other physical contact. C – C – Chemical B – B – Biological R – R – Radiological N – N – Nuclear 2 CBRN-TIM Definition TIM – TIM – Toxic Industrial Materials TIM, or Toxic Industrial Materials, refers to any substance that in a given quantity produces a toxic/harmful effect in exposed personnel through inhalation, ingestion, or absorption or other physical contact. The term CBRN is replacing the out-dated NBC (Nuclear, Biological, Chemical) acronym in many countries and can be said to be a synonym for Weapons of Mass Destruction (WMD).

UNCLASSIFIED 3 TIM Examples Used in Manufacturing of Chemicals Polymers Pharmaceuticals Food & Beverages Electricity Refining oil Natural gas processing Biochemicals

UNCLASSIFIED 4 TIM Examples Industrial Waste Products Water Treatment   Behentrimonium chloride   Ferric chloride Chem/Hazardous Waste   Chlorine   Hydrogen Cyanide   Phosgene   Etc...

UNCLASSIFIED TIM Accidents Even with the best infrastructure, accidents and mishaps can occur... 5 …and during a natural disaster, safety systems can be compromised

UNCLASSIFIED TIM Accidents A TIM catastrophe can have serious consequences 6

UNCLASSIFIED Consequence Management (CM) While measures to prevent an accident may fail, actions can be taken to mitigate the effects of a TIM incident 7 This is called Consequence Management

UNCLASSIFIED MNF SOP and CM CM Annex located in Volume 3 of MNF SOP Provides guidance on Planning Lines of Operation Assumptions & Considerations Responses & Actions Security Integration with current HA/DR mission 8

UNCLASSIFIED Conclusion TIM Accidents - like Natural Disasters - may come with no warning & have dire consequences on the local population The MNF SOP Annex for Consequence Management provides guidance to achieve MPAT’s objectives to: –Improve Speed of Multinational Crisis Response –Improve Multinational Force Interoperability –Increase CTF Mission Effectiveness –Unity of Effort
