Darin Acosta, University of Florida2 U.S. LHC Users Meeting, Oct.24, 2008 Advisory Committee of CERN Users   ACCU is the forum for discussion between the CERN Management and the representatives of CERN Users to review the practical means taken by CERN for the work of Users of the Laboratory.  Francesco Navarria is chairman  Chris Onions represents the CERN Users Office  Maximilian Metzger (SG) or Jos Engelen (CSO) represent CERN management  Committee membership is one appointed representative from each member state and 2 representatives from non-member states (formally by the DG) I was appointed in early 2006 We can vote on matters, but up to CERN management to act on it

Bed availability on web:  service/hostelwelc.html service/hostelwelc.html Web-based booking system for the hostel sometime this Fall  Identification of users with CERN ID, credit card required, fees for cancellation of the reservation ~ 20CHF  Bat.40 Extension for more office space planned to start this autumn. Delivery expected 2010  Apartments at a discounted rate for CERN users has been floated to ACCU. Archamps complex in Haute Savoie Did not seem to have generated interest (too far?)

Darin Acosta, University of Florida6 U.S. LHC Users Meeting, Oct.24, 2008 Restaurant Committee  Committee takes into account user feedback in discussion with the restaurant staff e.g. Trying to improve weekend meals  Restaurant 1 extension by places is in negotiation, with positive signals Timescale would be about 1 year after approval  In last year, based on ACCU complaints, CERN negotiated a contract with NOVAE such that the vending machines scattered about CERN now have uniform prices

Restrictions:  No VPN services  Bat.40 has 11 rooms refurbished for video conferencing, auditoriums in process  CERN receives 2-3M incoming mails per day, 98% is SPAM!

Darin Acosta, University of Florida8 U.S. LHC Users Meeting, Oct.24, 2008 Scientific Information Policy Board  SCOAP (Open access publishing): 3.7M euros pledged (June) 24 U.S. institutes pledge  New scientific information system: INSPIRE (IVENIO+Spires) Beta by end of year, Should be faster and have more features  IT preparing to make CDS discoverable by Google Scholar  All CERN Yellow Reports are now available electronically via CDS

Darin Acosta, University of Florida9 U.S. LHC Users Meeting, Oct.24, 2008 Safety  New safety rules came out in the last year:  Mandatory radiological protection training (1/2 day) needed to receive a CERN dosimeter (good for 3 years) dosimetry/ dosimetry/ But dosimeters are in short supply, and are only distributed now to those who need  Accidents In case of accident, inform fire brigade Follow-up: fill internal accident report (IAR)  CERN has accepted responsibility in some cases

Darin Acosta, University of Florida10 U.S. LHC Users Meeting, Oct.24, 2008 Users Office News  Back to normal staff levels in October (6 people) Some planned work over the summer on some tools and web site improvement did not take place with reduced staff  Users with a Swiss Attestation de Fonctions also need a French card. Users office will not extend contract unless you request it. Also expect a new format for the Swiss AF card for next year  Reminder that the CERN contract expiration dates are not the same as the access card expiration. Latter only valid if CERN contract is valid  The EU is evaluating if Switzerland has met the conditions for Schengen, which if approved could remove Swiss land border controls in December and introduce new controls at the airport end of March 2009.

Darin Acosta, University of Florida11 U.S. LHC Users Meeting, Oct.24, 2008 Ombudsman Initiative (March’08)  Would be a mediator, available to all personnel  Would not take part in any formal role, would be confidential, and independent. To assist in preventing conflicts between persons and management at the work place  CERN mgt. does not support the ombudsperson initiative. CERN states that it has no formal role over Users, just staff members. Feel that internally there are mechanisms to address most equal opportunity problems when they come up, but do not support creating a new function.

Darin Acosta, University of Florida12 U.S. LHC Users Meeting, Oct.24, 2008 Childcare initiative (June ’08)  Statistics obtained via a survey submitted to members of personnel in the four big LHC experiments indicate that there are not enough places to fulfill the needs of parents working at CERN and that the existing facilities were in general too expensive for CERN users. CERN-HR-Note (on the ACCU web site) Anecdotal comments indicate that the situation has generally remained the same over 30 years  Proposal for CERN to help address needs was strongly supported by ACCU  Proposal to apply for EU funds, but CERN management says this is complicated to impossible  Additionally, CERN considers childcare the responsibility of the user’s employer (hmm, easy to say, but CERN is far from User’s country…)

Darin Acosta, University of Florida13 U.S. LHC Users Meeting, Oct.24, 2008 Cars  CERN cars: Historically long-term CERN logo cars have been difficult to obtain (long queue) CERN has been increasing the pool of CERN non-logo cars (PH cars) for short-term use Charged to your TEAM account: 15 CHF/day + fuel  Car Sharing pilot project proposal Had been considered as an option to investigate, with a GPS tracking system First company contacted had 200K CHF cost to develop software to track 20 cars  PH department does not have this money…

Darin Acosta, University of Florida14 U.S. LHC Users Meeting, Oct.24, 2008 Comments regarding CERN Cars  CERN cars and rentals are only for CERN users on official business, not for non-CERN personnel transportation  You need a “mission order” to drive outside the CERN/LHC area to Geneva, Ain, or Haute Savoi regions, e.g. home  Request via EDH  You need a CERN drivers license, essentially an EDH request and a copy of your national drivers license Note: if you have been in residence at CERN for more than a year, you’ll be asked to get a Swiss driving license

Darin Acosta, University of Florida15 U.S. LHC Users Meeting, Oct.24, 2008 Some Other News  Shuttle to P5 for start and end of the shifts deployed Just day and evening shifts (CMS must use taxi for night shift) Issue raised at ACCU and also through CMS Run Coordination  Tramway: End of 2009 will reach center of Meyrin To reach CERN, start of the work expected in 2010, delivery probably in 2011  UBS bank accounts It appears that UBS is requiring account holders to have a local residence in Europe to maintain an account, not a U.S. home address
