Collection Infrastructure Comparison British Columbia (BC) st paint stewardship program in North America 103 depots 12 collection event days (coordinated with municipal HHW events) Depots are municipal landfills, transfer stations, recycling yards, bottle depots, private businesses, non-profit recycling societies Quebec (QC) – municipal collection sites 450 retailers 300 events Nova Scotia (NS) depots (beverage container return depots + municipal) -6 event days Saskatchewan (SK) depots, no collection events All beverage container depots

Current MN Collection Infrastructure Paint Collection Programs run by counties system consists of –58 permanent HHW collection facilities –Approximately 300 event-days per year (some events > one day) –15 small business collection facilities –Limited, if any, return to retail –Not all counties have permanent facilities –Some counties share facilities and service

Accessibility Various methodologies; population based, distance/time traveled, type of service etc… MN program well established and infrastructure fairly developed but will require further improvements One size does not fit all, need to understand specific situations and issues Require further analysis and data verification for current programs to determine best approach

Options to Increase Accessibility Counties adding and expanding collection services –Permanent depots –Collection events Remove restrictions – focus on product, not user eligibility – allow cross border, commercial painters Return to retail (subject to licensing requirements) Other types of collection sites such as fire depts Possibility of processors / service providers as collection sites for SQG or commercial volumes Expand VSQG programs, currently only 16 counties with VSQG

Accessibility Objective: Meet or exceed target of 1.7% increase in collection volume while improving accessibility Approach: 1.Counties with no depots or <2 events (6) - infill with depots or events (Pope, Pine, Kanabec, Mille Lacs, Isanti, Swift) 2.Counties >20K pop without a permanent collection facility (13); target for permanent depot (Sherburne, Goodhue, Benton, Freeborn, Pine, Isanti, Nicollet, Brown, Le Sueur, Pine, Meeker, Mille Lacs, Wabasha) 3.Analyze counties which appear under serviced such as Anoka (1 depot, no events, 328K pop) to determine best method to increase accessibility Permanent depots options: county facilities return to retail other such as fire halls etc…

Looking Ahead Continuous improvement of MN Collection system - begins July 1 Better data required – gather in year 1 Dynamic approach: evaluate changes to determine what is effective (permanent facilities, return to retail, collection events, combinations) Multi-stakeholder effort: –Brandowners and PSO –regulatory bodies (MPCA, fire dept etc…), –gov’t (state, counties, local gov’t) –service providers –retailers
