Introduction of the Patient Safety Initiative The Boeing Company The International Association of Machinists and Aerospace Workers Health Plan Version

Meeting Purpose  To discuss the three patient safety standards adopted by The Boeing Company and the International Association of Machinists and Aerospace Workers.  To discuss the standards’ introduction into the Boeing health plan purchasing equation.  To discuss how Boeing, the IAM, Boeing’s health plans, and local health care providers can work together to implement the three patient safety standards. 2 G:\hc&gb\boe01h\safetyinit\Wichita\Wichita health plan presentation.ppt

Background  The Boeing/IAM Joint Committee on Health Care Costs and Quality works to benefit the health of the Boeing community.  The 1999 Institute of Medicine Report on medical errors suggested a critical area for the Joint Committee to address.  Boeing and the IAM have joined the Leapfrog Group and have subscribed to its purchasing principles on patient safety and quality improvement. 3 G:\hc&gb\boe01h\safetyinit\Wichita\Wichita health plan presentation.ppt

The Leapfrog Group  The Leapfrog Group consists of 90 private and public sector large health care purchasers providing health care benefits to more than 26 million Americans. The value of these benefits approaches $50 billion annually.  Approximately 100,000 Wichita residents are covered by The Boeing Company, the IAM and other employers who have joined Leapfrog. 4 G:\hc&gb\boe01h\safetyinit\Wichita\Wichita health plan presentation.ppt

Patient Safety Standards  Boeing and the IAM seek to reduce medical errors through the adoption of three patient safety standards promoted by the Leapfrog Group.  Annually, an estimated 58,000 lives could be saved and 500,000 serious medication errors could be averted in the U.S. by adopting the three standards (Dartmouth School of Medicine research).  Based on the Dartmouth research, Leapfrog estimates that adopting the three standards in Wichita will save 100 lives and avert 1000 serious medication errors annually. 5 G:\hc&gb\boe01h\safetyinit\Wichita\Wichita health plan presentation.ppt

Patient Safety Standards  Computerized physician order entry (CPOE) –CPOE has been demonstrated to reduce serious prescribing errors by as much as 85%.  Evidence-based hospital referral –Patient’s risk of dying can be reduced by more than 20% by referral to high-volume hospitals for certain procedures.  ICU physician staffing –Research has shown that patient mortality risk is reduced by 35% in ICUs staffed by critical care specialists. 6 G:\hc&gb\boe01h\safetyinit\Wichita\Wichita health plan presentation.ppt

Boeing/IAM Patient Safety Strategies  Increase public awareness of issues in patient safety.  Implement approaches to purchasing designed to promote safety advances.  Support consumers’ selection of hospitals and health plans using the three standards through information and economic incentives. 7 G:\hc&gb\boe01h\safetyinit\Wichita\Wichita health plan presentation.ppt

Health Plan Involvement  We will incorporate measures into our health plan performance guarantees that support the promotion of the safety standards.  A requirement of our health plans will be to incorporate the patient safety standards into their contracting, credentialing, and medical management programs. 8 G:\hc&gb\boe01h\safetyinit\Wichita\Wichita health plan presentation.ppt

Hospital Involvement  We are asking Wichita hospital executives for a reasonable demonstration of the hospital’s commitment to the standards’ implementation. –Assignment of senior leadership to the implementation. –Completion of the Leapfrog hospital survey –Development of implementation plan and budget. 9 G:\hc&gb\boe01h\safetyinit\leapfrog\introtohosexec.pptG:\hc&g\boe01h\safetyinit\Wichita\Wichita health plan presentation.ppt

Next Steps  We request that Preferred Health System name a senior level contact to work with us on promoting the patient safety standards.  We are asking that Preferred Health System develop approaches to encouraging its network hospitals in Wichita to meet the standards within the next few years. 10 G:\hc&gb\boe01h\safetyinit\Wichita\Wichita health plan presentation.ppt
