Inter-American Telecommunication Commission (CITEL) 1 INTER-AMERICAN PROPOSALS FOR WCIT-12 CITEL (May 2012)

Inter-American Telecommunication Commission (CITEL) 2 Inter American Proposal (IAP) to review and revise the ITRs at the 2012 World Conference on International Telecommunications Proposes CWG-WCIT-12 discuss all issues, including new and emerging issues, provided any provisions proposed for inclusion in the ITRs are consistent with the scope of review outlined in Plenipotentiary Resolution 171; ITRs should reflect the current competitive environment. Therefore, detailed regulatory provisions governing the exchange of international traffic are not necessary and, indeed, could impede further innovation.

Inter-American Telecommunication Commission (CITEL) 3 IAP in support of avoiding overlaps between Radio Regulations and the ITRs Proposes to avoid overlaps between the revised ITRs and the Radio Regulations; Advocates that all ITUs administrative regulations specific to radiocommunications should be contained within the Radio Regulations, where they may be addressed by a competent World Radiocommunication Conference, as needed.

Inter-American Telecommunication Commission (CITEL) 4 IAP in support of maintaining the voluntary nature of ITU-T Recommendations Proposes to maintain voluntary nature of ITU-T Recommendations, consistent with existing ITR Article 1.4.

Inter-American Telecommunication Commission (CITEL) 5 IAP on a WCIT-12 Resolution promoting landlocked developing country (LLDC) access to international fiber optic networks Addresses special needs of landlocked developing countries in accessing international fiber optic networks; Urges Member States to cooperate with landlocked countries by promoting projects that afford LLDCs greater access to international fiber optic networks; Instructs Sec-Gen, Directors of the Bureaux, Council, and Member States to consider the needs of landlocked developing countries.

Inter-American Telecommunication Commission (CITEL) 6 IAP on Maintaining the Existing Definitions of Telecommunication and International Telecommunication Service in the ITRs Proposes to maintain the existing definitions of Telecommunications and International Telecommunication Service CITEL Member States believe that the current definitions are technology neutral and should remain in its current form. These definitions are also contained in CS No and 1011, and any attempt to revise them would conflict with the provisions of basic instruments of ITU.

Inter-American Telecommunication Commission (CITEL) 7 IAP on International Mobile Roaming Rates Proposed new provision in Article 6 requires Member States to promote international mobile roaming service rates that are reasonable, competitive, and non- discriminatory, such that rates paid by international roamers are similar to rates paid by local users in the visited country.

Inter-American Telecommunication Commission (CITEL) 8 IAP on Transparency in International Mobile Roaming Proposed new provision in Article 4 requires Member States to take measures to increase transparency in international roaming, including timely availability of information to the end user regarding rates and terms and conditions of access to international mobile services.

Inter-American Telecommunication Commission (CITEL) 9 IAP on Quality of Service in International Mobile Proposed new provision in Article 4 requires Member States to take necessary measures to ensure that operators in visited countries provide mobile roaming service that is similar in quality enjoyed by their own local users.

Inter-American Telecommunication Commission (CITEL) 10 IAP on Principles to Guide Review of the ITRs Proposes a number of principles to guide review of the ITRs: – ITR obligations are directed at Member States; – The ITRs should contain primarily high level principles concerning international telecommunications; – The ITRs, to the greatest extent possible, should avoid duplication of provisions already exist in the CS and the CV; – The term "member" should be systematically replaced by "Member States; – The term "CCITT" should be systematically replaced by "ITU-T"
