10 MODERNIZATION OF NATIONAL DATA COLLECTION Installation of twenty four(24) automatic weather stations has been completed. Procurement of another twelve (12) is in Progress. Installation of 10 hydro- met stations Installation of 1 seismic sensor Installation of 4 Marine automatic weather stations Installation of Global Packet Radio service (GPRS) modems for data communication from the meteorological stations to the RTH (in progress). Installation of VSAT terminals for data communication from the data collection platforms. Internet connectivity via VSAT in all data collection centers.

12 Improvement on Regional and Main Network Telecommunication System Installation of a new AMSS at the RTH and in Mombasa. Internet connection via VSAT at a speed of 2048 Kbps (Downlink) and 512Kbps (Uplink). Plans are underway to increase the uplink to 1Mbyte Connection of Nairobi-Dar-e-salaam link via VSAT (64Kbps) Connection of Nairobi-Entebbe link via VSAT (64Kbps) Connection of Nairobi-Offenbach link via VSAT (64Kbps) Connection of Reunion through Offenbach

15 Automatic Message Switching System (AMSS) Assist in meeting the requirements of the RTH The AMSS has the following capabilities Handles all kind of WMO data required by an NMC. Supports all kind of interfaces including: - Asynchronous lines (leased line, dial-up) at any standard speed - Telegraphic lines - TCP/IP FTP based communications - TCP/IP socket based connections - AFTN/ICAO interface - Point-to-point X25 connections - Automatic , fax and printer connectivity - RETIM 2000, MDD, MSG, SADIS, ISCS satellite emission / reception

16 GTS SUPPORT FACILITES To support GTS data distribution, Nairobi has acquired and installed Satellite based Stations to enhance amount of data for distribution and forecasting. These are:- MSG (Second Generation) which include MDD data RANET RETIM-Africa station in Nairobi and Mombasa.

17 PROBLEMS ENCOUNTERED AT THE RTH Breakdown of SSB radios for national data collection and propagation problems at night resulting to use of telephones. (high cost…) Unreliability and high cost of the national telecommunication system for regional connections. Limited allocation from the National budget to meet the needs for the Departments.

WIGOS Demonstration project (WDP) In preparation for the implementation of the WDP, Kenya has done the following: Nominated three focal points for coordination of the WDP Formed a committee for the project implementation with the following terms of reference. Take inventory of all the observational systems in KMD. These will include land, sea, and upper air observations Consider stake holders who have environmental observational systems. Integrate data and products from all the observational systems in KMD into one Information system taking into account the WMO recommended data formats where applicable. Consider Data from stakeholders and integrate it into the Information system. 18

WIGOS Demonstration project (WDP) Develop a KMD Meteorological Information Processing System (MIPS) Develop a KMD meteorological Climatological Data Bank (MCDB) with a well defined Meta data for push and pull of data into GTS. Consider the status of the existing GTS and make recommendations on its improvements. Meet once a month to consider progress. Give a progress report every six months to the Director for forward transmission to WMO. In the process of procuring a Integrated Meteorological Information System (IMIS) Installed a sector specific meteorological products generation system 19
