Regional Policy Common Indicators: Infrastructure Definitions and Discussion Brussels, 22 nd November

Regional Policy Info-Communication Technologies (10) Additional households with broadband access of at least 30 Mbps, households Number of households with internet access with a download speed of at least 30 Mb/sec and who before only had more limited access or did not have access at all. The capacity to access must be a direct consequence of the support. 30 Mbps is in line with EU2020, see COM(2010)245 "A digital agenda for Europe" 2

Regional Policy Transport -1 (11) Total length of new railway line, km Length of railroads constructed by the project where no railroad existed before (11a) …, of which: TEN-T, km Total length of new railway line within TEN-T 3

Regional Policy Transport -2 (12) Total length of reconstructed or upgraded railway line, km Length of railroads of which quality of capacity have been improved. This can include electrification, developing single track railroad into double track, increasing the possible speed on the track, or any combination of these, but excludes installation of signalling systems (incl. ensuring ERTMS (European Rail Traffic Management System) compatibility). The approach chosen here is to exclude signalling systems as they distort the values. Signalling systems should be treated in a separate (programme-specific) indicator. 4

Regional Policy Transport -3 (12a) …, of which: TEN-T, km Total length of reconstructed or upgraded railway line within TEN-T 5

Regional Policy Transport -4 (13) Total length of newly built roads, km Length of roads (in kilometres) constructed by the project where: no road existed before or the capacity and quality of the previously existing local/secondary road is significantly improved to reach a higher classification (e.g. national road or equivalent) (13a) …, of which: TEN-T, km Total length of newly built roads within TEN-T 6

Regional Policy Transport -5 (14) Total length of reconstructed or upgraded roads, km Length of roads where the capacity or quality of the road (including safety standards) was improved (14a) …, of which: TEN-T, km Total length of reconstructed or upgraded roads within TEN-T 7

Regional Policy Transport -6 (15) Total length of new or improved tram and metro lines, km Length of metro, tram or suburban train lines constructed or upgraded. The service along the upgraded lines must significantly improve as a consequence of the project completion. Double counting for this indicator and indicators 11 and 12 needs to be eliminated (e.g. suburban trains). It is up to the MA for which indicator the built/upgraded track is counted but it must be counted only once. 8

Regional Policy Transport -7 (16) Total length of improved or created inland waterway, km Length of inland waterway with improved navigation capacity. The improvement may concern improved transport capacity or safety aspects. 9

Regional Policy Environment -1 (17) Additional waste recycling capacity, tonnes/year Annual capacity of newly built waste recycling facilities. It also includes extension of existing facilities. 10

Regional Policy Environment -2 (18) Additional population served by improved water supply, persons Number of persons provided with drinking water through drinking water transportation network as a consequence of increased drinking water production/transportation capacity built by the project, and who were previously not connected or were served by sub-standard water supply. It includes improving the quality of the drinking water. It includes reconstruction projects but excludes projects aiming to create/improve irrigation systems. 11

Regional Policy Environment -3 (19) Additional population served by improved wastewater treatment, population equivalent Number of persons whose wastewater is transported to wastewater treatment plants through wastewater transportation network as a result of increased waste water treatment/transportation capacity built by the project, and who were previously not connected or were served by sub-standard wastewater treatment. It includes improving wastewater treatment level. 12

Regional Policy Environment -4 (20) Area benefiting from flood protection measures, hectares Total land area exposed to flood risk where vulnerability decreased as a direct result of a supported project. (21) Area benefiting from forest fire protection measures, hectares Total land area exposed to forest fire hazards where vulnerability decreased as a direct result of a supported project. Other (than flood or forest fire) risk prevention measures will be counted in programme-specific indicators 13

Regional Policy Environment -5 (22) Total surface area of rehabilitated land, hectares Surface of remediated or regenerated contaminated or derelict land made available for economic (except non- eligible, e.g. agriculture or forestry) or community activities. (23) Surface of habitats supported to attain a better conservation status, hectares Surface of restored or created areas aimed to improve the conservation status of threatened species. The operations can be carried out both in or outside of Natura 2000 areas, capable of improving the conservation status of targeted species, habitats or ecosystems for biodiversity and the provisioning of ecosystem-services. 14
