E-Government Use of Metadata in Denmark. Presentation of a project by Palle Aagaard Web Standards & Guidelines. The Danish State Information Service

The project OIO-study Purpose The future goal is OIO - Open public Information Online - easy management and easy accessibility to information produced in the Danish public sector The goal is also interoperability of information - inside Denmark and inside e.g. EU

The project OIO-study Where do it belong? Is funded by the Danish Ministry of Information Technology and Research Is funded with DKK 6 mill. (approx. ECU ) for the year 2001 Is placed at The Danish State Information Service

The project OIO-study Who made the proposals? Selected key-persons from the following particpated in preparing the project proposals: The Danish Municipalities Association The Danish Counties Association Some municipalities, counties, ministries The Danish State Information Service

The project OIO-study What is produced A category list or classification system with 21 main groups/headings based on government business areas. Total scheme is approx. 500 groups/headings in 3 hierarchical levels A manual for web-masters and information specialists dealing with how to use (encoding) Dublin Core for the OIO- project.

The project OIO-study What is on production A study of especially the Danish metadata situation A study of some relevant international standards or de facto standards A proposal for a more comprehensive danish metadata core including encoding schemes - based on Dublin Core and with local extentions

The project OIO-study Draft scheme of elements Title Creator Subject Description Publisher Date (creation) Date (modified) Type Format Identifier Source Language Relations Relations.HasPart Relations. IsRequiredBy Coverage Rights ---Local - In discussion Public (Yes/No) Harvesting (Yes/No) Process (Scheme: e.g. Received, Draft Final Terminated )

The project OIO-study What is produced A central server for input-data (metadata) A possibility for embedding metadata – metadata- generator - on web-pages – and a harvester A metadata-based search engine A deep-linking facility The above is all finished during the summer. And public information providers will be contacted from august.

The link-service application The purpose of the project is to facilitate deep- linking between public web-pages with similar content The purpose is thereby to provide a more relevant information link on selected web-pages Especially for use where the citizens have a need for comparing similar services by different public institutions (e.g. waiting lists at different hospitals)

The deep-linking It works by metadata The deep-linking will work with 3 Dublin Core elements: Creator Subject Identifier (URL) And the category list/classification scheme

The project OIO-study Closing remarks Joining forces in e.g. the Danish public sector requires standardization Joining forces in e.g. EU public sector requires standardization Regarding interoperability it is essential that the national and the international standards are the same
