© European Communities, 2011 Purpose Effective research and innovation policies are based on (implicit or explicit) visions of the future of science, technology and society. This foresight aims at developing a framework to join forces when responding to global challenges in an internationalized European Research Area (ERA) through the identification of thematic fields for S&T collaborations between the European Union (EU) and European Neighbourhood Countries, such as Russia, relevant to strengthen the ERA. For this purpose, promising fields that overlap in policy & strategy documents and in foresight studies in the regions under consideration shall be highlighted by means of a comparative analysis. Future thematic S&T priorities for the EU The successful realisation of the European Research Area (ERA) will require internationalization and open coordination of future S&T visions, which can be achieved through cooperative foresight. The ERA shall define the European way to excellence in research and be a major driver of European competitiveness in the globalised world. This shall be achieved by involving partners from neighbouring countries in addressing jointly future thematic priorities. In a first step we have scrutinized the latest European initiatives such as the Europe 2020 strategy, Innovation Union Flagship initiative, forward-looking studies of the European Commission (EC), Joint Programming, Joint Technology Initiatives, FP8 preparation, Member States and sectoral DGs of the EC to identify potential thematic priorities. Place any additional logos on the bottom of the poster, evenly spaced between the JRC and (if there is one) the Directorate or Institute logo, and vertically centred with them INTERNATIONAL CONFERENCE Joint Future Thematic S&T Priorities for the European Union and its Neighbourhood Countries Meta analysis of S&T priorities in Russia (RU) This meta analysis is based on the results of S&T foresight studies and expert assessments conducted for revising the lists of national S&T priorities and Critical Technologies of the Russian Federation in , as well as on the results of a Delphi Study (National S&T Foresight 2025). Figure on the future RU thematic S&T priorities [created with on 20/04/2011] Outcomes of comparison on thematic S&T priorities The comparison of the word clouds confirms that the EU-RF Scientific and Technological Cooperation Roadmap is on the right track especially with S&T programmes in the fields of energy, transport, health, nanotechnology. Besides, it is worth mentioning that both reviews revealed that a strong focus lies on the technological implementation (including biotechnology). While the EU emphasizes thematic fields supporting a sustainable development, i.e. food, water and energy security, climate change, the Russian Federation calls apart from the similar topics environment, life systems and nature management also for information and telecommunication systems. Socio-economic areas and humanities are clearly underrepresented apart from ageing and population in the EU. The outcomes of this study will support the identification of future common S&T and innovation fields of mutual interest for cooperation programmes between the EU and neighbouring countries, and thus the internationalization of the ERA, which in a second phase shall be validated through expert surveys and workshops. The priority-setting and foresight exercises shall therefore provide later on policy options for establishing sustainable R&D and innovation cooperation programmes between the EU and European Neighbourhood Countries through the definition of common research agendas and respective allocation of funding.
