The RPEWG Handbook 1.Normal Committee Requirements 2.This material includes a high level 7-step overview of the phase 1 PBRC process.

Seven Step Process for PBRC Adjustment 1. Provide Complete Project Description, and Why PBRC rating 2. Identify the Statistical Base to be used. 3. Determine Uncorrected of Mean Time Between Failure (MTBF) 4. Provide a Corrected Estimate of MTBF 5. Complete Exposure Analysis 6. Illustrate the Consequences of Outage 7. Conclude the how the adjustment meets the PBRC criteria

1. Provide Complete Project Description 1. Provide Complete Project Description State why it is being considered for PBRC adjusted rating, including supportive data: A. Overview of terminations B.Physical Layout and Transmission Construction C. Substation Configurations D.Protective Relaying E.Isochronic Level F. Aircraft Hazard G.Fire Hazard

2. Identify the Statistical Base to be used: A. Historical B. Similar Lines C. Mileage D. Terrain E. Climate

3. Determine Uncorrected of Mean Time Between Failure (MTBF) All events should be counted and considered, and then select events and circumstances can be removed on a case- by-case basis.

4. Provide a Corrected Estimate of MTBF (based on Project Robustness Features) A partial list of events that may be justified out is included in section 3.6 of the PBRC process. Consider various robustness features introduced to reduce the risk of outage.

5. Complete Exposure Analysis. 6. Illustrate the Consequences of Outage 7. Conclude the how the adjustment meets the PBRC criteria (refer to Kangley – Echo Lake example)

Recommend Approval RPEWG Handbook Material Recommend Approval RPEWG Handbook Material

The Kangley – Echo Lake Double- Line Outage Probability Analysis: A draft of this report was presented at the February 2002 PCC meeting. All comments have been incorporated, and the report has been approved by RPWEG as meeting the Phase 1 PBRC process.

Recommend Approval Based on the data presented in this report, it is recommended that this project be granted a PBRC adjusted rating from Category C and moved to category D This is similar to the PBRC adjustments made to the Exception List facilities that went through this process last year.
