Social Development Strategy, April 2002 Concepts and Definitions Social development means development of society. The goal of social development is a society that enables people, especially poor people, to take actions to help themselves. The social dimensions of development -- Empowerment Inclusion Security -- help make societies equitable, productive and sustainable.

How can we better track regional trends and emerging patterns of social exclusion, and how might a focus on youth exclusion be a strategic agenda for ensuring strong societies in the medium and long terms?
