Part 48 Training of Miners Part 48 is divided into two Subparts –A covers Underground Mining –B covers Surface Mining Training Requirements do not cover quarry and sand and gravel operations –Loop hole closed about 2001 with part 46 regs

Training Programs to be Approved Part 48 training programs require MSHA approval –Must provide detailed outlines –Must say, how, where, who will be trained –Must say who will do the teaching –MSHA must review and approve Only MSHA certified trainers may provide the training

Training Features Underground New Miners –40 hours of instruction prior to work duties –8 hours at mine site Training must include –Miners rights and representatives –Reporting of accidents and hazards –Respiratory devices –Travel in and out of mine and communications –Explanation of the workplace (hint part of the onsite stuff) –Mine maps, escape ways, barricading –Ventilation and Ground Control Plans –Dust, Noise and air quality measurements

More Training Groups Newly hired experienced miners 8 hours training (primarily orientation to work place and reporting for this mine site) –If away less 5 years material to be covered but not time is specified New task training –Done with supervised on the job where production is not primary objective (would like kind of a mock production sequence) Everyone receives 8 hours/year annual refresher training

Surface Miner Training New Miner needs 24 hours of training –At least 8 completed before assigned to work duties –Must be supervised closely until they have the full 24 hours Newly hired experienced miner 8 hours –If away more than 5 years –Otherwise material to be covered but not time is specified Task training – supervised when production not objective Annual refresher training 8 hours

Part 46 Crushed Stone Training 46.3 requires quarry to develop a training plan for your site –Plan must cover Training of newly hired miners Training of newly hired experienced miners Training of miners for new tasks required to perform Specific Hazard Awareness Training Annual Refresher Training

Part 46 Training A plan can be considered approved simply by covering minimum information –Name of operator, Name and MSHA number of mine –Name of person in charge of safety training –A good syllabus for the material to be covered –A list of persons or organizations who will train –Evaluation procedure for determining that the training was effective

Part 46 Training Can be class room, at the mine, or web based Can hire it out or present it yourself You can count normal health and safety meetings and lectures –You must document your training Plan has to be presented to workforce at least 2 weeks before implementation

Part 46 New Miner Training New miner gets 24 hours of training within 90 days of hire Those not yet trained must work only with experienced miners New miner cannot be turned loose to do anything until get 4 hours of training

Part 46 New Miner Training First 4 hours –Have to take the miner around the site and explain and observe the work environment –How to avoid electrical hazards –Explain the traffic flow pattern (and how to avoid being run over by a front end loader) –Explain how to avoid falling over cliffs on loose ground –Review of emergency medical procedures –Mine evacuation plan and warning signals

More First 4 hours training for New Miners Explanation of the rights of miners and representatives under Mine Safety and Health Act Explanation of the lines of authority at the mine Explanation of the rules and procedures for reporting hazards at mine All new hires - even experienced miners must be given these 7 training items

Training within 60 days Training on use and care of self rescuers or respiratory devices (could be how to wear a dust mask) A good review of First Aide Methods

Part 46 New Task Training Before beginning a new task –have to receive orientation on special hazards and how to recognize them –Working under an experienced person counts as training also

Part 46 Refresher Training 8 hours per year is required Must include any coverage of any changes at the mine that could effect health and safety Other things important to mine safety –MSHA suggestions Transportation controls and communication Escape and Evacuation Plans Fire warning and Fighting

Part 46 Refresher Training Suggestions Ground Conditions and Control Traffic Patterns and Control Working around Highwalls Water Hazards Illumination and Night Work First Aide Electrical Hazards Respiratory Devices Explosives

Compensation for Training Part 46 Training must be during normal working hours Must be at regular rate of pay If off-site must pay for mileage, meals, lodging etc.

Part 46 Training for Non Miners on Site Needed for –Office Staff –Scientific workers –Delivery workers –Truck drivers coming to pick up rock –Independent contractors and maintenance people –Vendors and Visitors

Parts 48 and 46 Approval –Must be formally approved Instructors –Must be MSHA Certified New Miner Training –Underground 40 hours before they can work –Surface 8 hours before they can work 24 within 90 days Annual Refresher –8 hours training Approval –Presumed approved by having right coverage Instructors –Must be able to show they are qualified New Miner Training –4 hours before they can work –24 hours within 90 days Annual Refresher –8 hours training
