Current total ISIS Scope Total of number of Openings:175,000 Representing Coverage:7.7 million ha Total Timber Harvesting Landbase (THLB): 23 million ha Proportion of Total THLB:33.5% Annual number of new openings: 7,400 approx. ISIS receives significant amounts of Forest Cover/land status updates (FC) annually ä 200,000 ha of FC info on new harvest areas ä 200,000 ha of FC info at regen delay ä 200,000 ha of FC info at free growing ä 400,000 of pre-87 pre treatment and and post treatment FC info ä 3/4 to 1 million ha of Forest Cover updates annually

Current State ä Since 1987 Licensees are required to do Forest Cover and Map updates on new harvest areas ä Licensees are required to do Forest Cover and Map updates on areas treated with FIA funds ä 36 % EDT transmission ä MOF staff involved in keypunching the other 64% of Basic silv data ä significant timeliness issues, some data quality issues ä FIA data is sent electronically for centralized process

Current State ä forest cover attribute info submitted on the FS 708C manually transcribed into VEGCAP - no automated transfer ä forest cover map info submitted on paper maps and then transcribed manually onto District forest cover base maps - no automated transfer ä Currently limited (or no) map up-dating by MSRM ä industry does not have easy access to own records ä limited MAPVIEW use or functionality for day-day operations

Retooling of ISIS into RESULTS - VM platform is shutting down as of July IMG is rewriting all applications to Oracle - ISIS/MLEDT applications will have to be rebuilt/redesigned and there is an opportunity align to RBC and emerging business needs - FPB will give best-approximation of business need despite RBC consultation process not complete until Nov-Dec in order to meet July 2003 target - Sufficient lead-time is required to articulate business changes, if any, to licensees so that they can prepare and make changes to their own in-house data management systems

Retooling of ISIS into RESULTS - silviculture application built based on new business requirements supplied by FPB (e.g. RBC, DFAM, etc.) - will tie to MLEDT (electronic data transfer) project to facilitate mandatory electronic submission - will be web-based (easy access for all and user-friendly menus) - will be spatially-enabled (can capture mapping linework)

The Future State ä Web-based or EDT transfer of all map and attribute info from industry (primary source) ä industry submitted digital information provided meets clear standards for quality and timeliness ä No MoF staff intervention ä ISIS will be retooled and called RESULTS ä Information in RESULTS will be easily reported on and accessed by licensees ä Information resides in RESULTS or is transferred to MSRM at set periods

The Future State ä Information in RESULTS used on a day to day basis to viewed and displayed on the MAPVIEW product (i.e. all treated areas) ä information in RESULTS will be a key source of information on young stands for the timber supply process ä It will be a primary source to generate information necessary to create the young stand yield curves including, regen delay, species composition, site index, stand density and stocking and amount of improved seed deployed

Overview of the forest cover update process for 0-20 year old stands ä Licensees harvest an area ä Licensees are responsible for reforestation and to achieve approved end-results standards in FSP ä At a minimum of 3 times, at post harvest, regeneration delay and at free growing licensees submit digitally an update of the forest cover attributes and a map to RESULTS ä Map must show opening boundary and any internal polygons and must link to forest cover info contained on the FS 708C.

Things that need to be done ä Rationalize what types of spatial data needs to be collected within the opening boundary and the appropriate resolution to meet client needs ä need to work together towards common standard for collection of spatial information (e.g. GML) to enable sharability of data between MOF/MSRM & Licensees ä process to transfer files from MOF to MSRM must be documented ä definition on frequency of transfer

Things that need to be done ä For Forest cover strata that exist within an Opening, we need a standard protocol to allow industry and the agencies to consistently assign and communicate polygon numbers/id ä MSRM needs to ensure they have an up-to-date copy of the TFL base maps so that opening and polygon specific information from RESULTS can be loaded

MSRM and MOF need to develop clear business standards for ä Forest cover labelling and mapping procedures for reserves and residual timber types ä minimum mapping standards for reserves and residual timber types (1/4 ha?) ä salvage and poling forest cover update procedures

MSRM and MOF need to develop clear business standards for ä digital map file submission standards ä seek funding for industry software and data conversion so that they can translate their GIS info into the new govt standard (XML and GML) ä clarity on frequency of MSRM polygon updates

ConclusionConclusion ä The new FPC code is linked to providing timely quality updates on silviculture RESULTS and the forest cover condition of 2nd growth stands ä FPC required data will be electronically submitted by industry & transferred seamlessly to the appropriate MOF and MSRM databases ä data will need to meet clearly defined quality and submission standards and timelines ä TSB and DFAM consortia will be able to receive complete forest cover information from MSRM
