March 5, 2004 WLIA Changing Responsibilities Encourage Cooperation Continued downsizing of federal agencies Increased interest in local control Increased recognition of importance of local LIS/GIS data All have combined to encourage more cooperation and real working partnerships Therefore, credit of positive results from NGS activities over the last several years must be shared with local and state partners, and the private sector

March 5, 2004 WLIA Outline Farm Service Agency (FSA) responsibilities Agency achievements during last year Planned achievements next year. How state/local government can better interact and cooperate with FSA GIS programs

March 5, 2004 WLIA Farm Service Agency Formerly ASCS (Ag. Stabilization Conservation Service) Responsible for implementing USDA farm programs such as price support, CRP, crop disaster relief, crop compliance, and farm loans. 59 county offices, 500 employees statewide. Maintains farm owner/operator land records to implement farm programs. Obtain aerial photography on a yearly basis.

March 5, 2004 WLIA FSA GIS Achievements during 2003 First year using GIS for FSA programs in WI. Used ArcView GIS for determining CRP eligibility scenarios. Used digital imagery for performing compliance determinations. Started digitizing and cleaning up farm field boundary records in 20 WI counties. Started using GPS for field measurements instead of a wheel.

March 5, 2004 WLIA Common Land Unit (CLU) Process: Converting Paper Records to GIS

March 5, 2004 WLIA CLU Certification Steps Before the CLU may be used for USDA programs it must be certified. Process: Clean up spatial and tabular errors Mail maps to each producer to check GIS field boundaries. Switch over to GIS acres.

March 5, 2004 WLIA Goal: All WI CLU digitizing completed by the end of 2005.

March 5, 2004 WLIA Compliance Replaced aerial slides with digital imagery in Used semi-rectified, color digital imagery produced by ProWest & Assoc. of MN. 2 meter resolution UTM projection 5 square mile tiles. Available for sale from FSA offices. See the USDA table for more info.
