Employment before 1964 The employer could make hiring decisions based on any criteria. They could hire just white males for the best jobs. They could hire minorities and pay them less for the same job. The employer could harass workers for any reason. 2 Copyright © Texas Education Agency, All rights reserved

Equal Employment Opportunity Law This law started in 1941 with the federal defense contracts. President Roosevelt issued executive order 8802 calling for forbidding discrimination in hiring practices in companies that had defense contracts. 3 Copyright © Texas Education Agency, All rights reserved

President Kennedy created the Committee on Equal Employment Opportunity. The committee only dealt with workplace discrimination in companies that had contracts with the federal government. This did not include the private sector businesses. President Johnson, in 1964, signed the Civil Rights Act, charging the committee to address the discrimination in all areas of employment. 4 Copyright © Texas Education Agency, All rights reserved

The Statement of the Law Title VII of the Civil Rights Act of 1964, as amended, protects applicants and employees from discrimination in hiring, promotion, discharge, pay, fringe benefits, job training, classification, referral, and other aspects of employment, on the basis of race, color, religion, sex or national origin. 5 Copyright © Texas Education Agency, All rights reserved

The Equal Employment Opportunity Law guarantees everyone the right to a fair paying job. With the additional laws, disability, age, sex and genetics have been added. See the linked poster. (See Reference #8) 6 Copyright © Texas Education Agency, All rights reserved
