Commercial Parts Considerations CAANZ Delegate Conference, Oct 2009 Neil Burton Senior Design Engineer Altitude Aerospace Interiors

 Purpose  Definitions  Guidance  Certification  Conclusions Agenda

 Provide practical policy for determining when to make Commercial Parts into Aeronautical Parts  Show procedures necessary to meet regulatory obligations  Discuss identification of Commercial Parts  To share Altitude’s experience in the application of Commercial Parts in CAANZ Certification Projects Purpose

Classes of Parts  Aeronautical Parts  Standard Parts  Commercial Parts Examples of Commercial Parts  Entertainment Systems, Communications Systems, Navigation Systems, Medical Equipment, Role Equipment, Latches Definitions

What is a Commercial Part?  Part 1 defines an Aeronautical Product  Accepted Aeronautical Product characteristics:  DESIGN : to acceptable Standards  MANUFACTURE : by approved quality system  MAINTENANCE : under approved system  Commercial Part not specifically defined under CAANZ rules Definitions

Commercial Part Categorisation Distinguish:  Non-Essential Equipment  Not required for Airworthiness  Includes Role Equipment  Little or no integration with aircraft (e.g. retention/power)  Substantiate on a No-hazards basis  Essential Equipment  Airworthiness depends upon it  Performance Aspects are related to aircraft safety  Perhaps integrated with aircraft systems Definitions

 AC43-14 : Avionics, Installations – Acceptable Technical Data  AC43-12 : Non-Aeronautical Lead Acid Batteries  FAA Part 21, Amendment  FAA AC21-XXX : Gaining Approval of Electric Components in Seats  FAA AC25-10 : Guidance for Installation of Miscellaneous, Non- required Electrical Equipment NAA Guidance

Certification of Commercial Parts  Meet the accepted requirements/intent for Aeronautical Products Characteristics;  Design  Manufacturing  Maintenance  Decide whether Commercial Part requires to become Aeronautical Part  For Series modification  A need to supply spares for Maintenance  Part identification  Identify source of Manufacture Certification

Identify Part  Commercial Part to become Aeronautical Part VendorPt 146CAA Compliance Testing Parts Conformity Installation Drawings/EO Installation Conformity Pt 148 Pt 145 SoC Approval Commercial Part ICA Spares DDA ARC Conformity Drawing Certification Process

 Commercial Part to remain non-Aeronautical VendorPt 146CAA Installation Drawings/EO Conformity Testing Pt 145 SoC Approval Commercial Part ICA Risk Control Compliance Testing Certification Process

Use of Commercial Parts  Make Commercial Parts Aeronautical if part required as spare, unless fitted on no-hazard basis.  Address accepted aspects of Aeronautical Products:  Design  Manufacture  Maintenance  Well-defined agreement with vendor / Pt 148 as required Conclusion
