2  We have been part of the TRS-ActiveCare program since 2003 and currently cover more than 11,000 school employees and their dependents.  We are a hospital-based health plan, founded in 1985 and are owned by Covenant Health System in Lubbock, Texas and Hendrick Medical Center in Abilene, Texas.  We focus exclusively on the Texas market and have offices in Abilene, Amarillo, Lubbock, and Waco.  Our local presence in each of our regions enables us to provide the level of service you and your family deserve.
