PROJECT BACKGROUND - In 1994, RTC and NM (Holland) entered into a cooperation agreement. - In 2004, both municipalities identified HIV/AIDS as a “Cooperation/Joint Project” to work on. - In 2005, “Towards a coordinated response to combating HIV and AIDS in Namibia” programme was formulated. - Same project were identified and formulated in Gobabis and Otjiwarongo. 4 PRESENTATION ON HIV AND AIDS PROJECT RUNDU

OVERALL OBJECTIVES - To improve municipal response in the combat against HIV and AIDS in the three Namibian Municipalities, by establishing a coordinated approach at the local level. - To mitigate the impact of HIV and AIDS in Namibia. - To improve the service delivery of RTC on HIV and AIDS related issues by strengthening the capacity in the field of policy making, implementation and coordination 5 PRESENTATION ON HIV AND AIDS PROJECT RUNDU

PROJECT PROGRESS REPORT 7 ROUTINE MATTERS RTC HIV and AIDS Coordinating Committee -Meet on a Monthly Basis (Every Month) - The following organizations are part of the RTC HIV/AIDS Coordinating Committee: -Lifeline/Childline -My Future is My Choice -Church Alliance for Orphans (CAFO) -Community Capacity Enhancement (CCE). SMALL GRANT FUND Selection and Monitoring - A selection committee was established to assess, scrutinize, evaluate and recommend applications twice a year to Council for approval. - More than 27 Community Based Projects has been selected and benefited from the “Small Grant Fund” so far. - A sub – committee was established to monitor and evaluate the progress and sustainability of the funded projects. 9 PRESENTATION ON HIV AND AIDS PROJECT RUNDU

TRAINING (CBPM) Several trainings in Community Based Project Management were conducted. The aim was to built capacity of the HIV and AIDS Committee members as well as the Community members who are running the HIV and AIDS Projects, so that; They are able to manage community projects within their areas of operation. 11 PRESENTATION ON HIV AND AIDS PROJECT RUNDU

DISTRIBUTION OF IEC MATERIALS Information Education and Communication materials in the form of pamphlets and posters were distributed to: -Schools (primary and secondary) -Clinics and Hospital -Shebeens and Cuca Shops -Informal Settlements - Display in front of offices e.g. CEO and Cashier 12 PRESENTATION ON HIV AND AIDS PROJECT RUNDU

LOCAL YOUTH POLICY A Youth Policy on HIV and AIDS has been developed and is being implemented. In this policy programmes such as: -Network and Training (parenting skills) -Improved Youth Programs (activities) -Mini Soccer Tournament -Radio Talks Shows (NBC) -HIV/AIDS Drama Competition -Improved skills in dealing with HIV/AIDS -Strengthening educational programs at schools 13 PRESENTATION ON HIV AND AIDS PROJECT RUNDU

WORK PLACE POLICY A Work Place Policy on HIV and AIDS has been developed and is being implemented. In this policy programmes such as: -HIV/AIDS Information Sharing -Establishment of Peer Educators -Distribution of IEC Materials and Condoms -Training Workshops for Politician and Senior officials (lobby for their participation) 15 PRESENTATION ON HIV AND AIDS PROJECT RUNDU

LAUNCHING THE HIV/AIDS WORK PLACE POLICY PRESENTATION ON HIV AND AIDS PROJECT RUNDU

SCHOOL BASED PROGRAMME As part of the Youth Policy a school based programme was introduced to engage schools within the Town of Rundu. Together with “Window of Hope”, My Future is My Choice” and Ministry of Education through “RACE” office, we sensitize the school learners on the effect of alcohol and drugs abuse. About 16 schools and learners were reached by the programme. 17 PRESENTATION ON HIV AND AIDS PROJECT RUNDU

STILL TO BE DONE -Construct two Sport Fields in the Informal Settlements (Kaisosi and Kasote). -Baseline Study/Survey on impact of HIV and AIDS on Rundu Town Council’s workforce. -New Projects to be funded from Small Grant Fund. -Production of the HIV and AIDS Service Directory. STILL TO BE DONE -Training on Book Keeping for Small Grant Fund Projects (Basic Financial Management). -Radio Talk Show Programme (Youth Programme). -Continue Distribution of IEC Materials. -Lobby External Organizations to develop and implement workplace policy. LOGO SOUTH EXCHANGE ACTIVITY -Within the VNG LOGO South Programme, each year workshops are organized, to exchange experiences between LOGO South partners implementing HIV/AIDS projects. -This is done together with the Dutch Partner Twinning Municipalities, such as Niuweghein Municipality in Holland, the Netherlands. -The NM delegation also visited the local authority annually to evaluate the project. 20 PRESENTATION ON HIV AND AIDS PROJECT RUNDU
